What is a Learner's License?

Learner’s Licence is a temporary license that is valid for up to 6 months only. It is issued to people for learning the driving of motor vehicles. 

The provision of sub-section (1) of section 3 shall not apply to a person while receiving instructions or learning in driving with the object of presenting himself for a test of competence to drive a motor vehicle.

Why Do You Need A Car Insurance Without a Driving License

Legally, anyone without a driving license is not eligible for driving. However, there is still a need to Insure the vehicle even though the owner only has a learner's permit. Following are the factors that make it a must (considering you are the owner):

  • When you're the primary driver. In this case, a professional driver shall drive the car along with the mandatory third-party insurance.
  • When you have a learner's permit and you will soon get a valid driving license.
  • When you own a vintage or a collectible car.
  • When you bought a car for a relative or a friend and they will be the primary driver.
  • When you are unable to drive the car either due to physical disabilities or old age, the caretaker, driver or a family member will be the primary driver.

How to Get Car Insurance Without License

It is compulsory for every car owner to buy third-party motor insurance as per the motor vehicles act 1988. And as per the government, it is mandatory to have a driving license while driving on road. However, if you own a car but do not have a driving license yet, you can still apply for Motor insurance for your car. 

The point to note here is that there are only a few insurance providers who offer this option to people who are on a learner's permit. However, in such a case, the insurer will track the record of the driver to estimate the insurance premium and overall coverage. In case, if you do not have a valid driving license you must provide the primary driver's license who would be driving your car on your behalf. 

Once the details of the driving license are shared, you will become the recipient of the insurance and be deemed as an excluded driver. Also, you will not be covered under the driver's insurance. 

Moreover, when you get a driving license during the process of insurance purchase, you must inform your insurer so that they can make you the primary driver based on the updated document. 

Eligibility Criteria for Obtaining A Learner’s License

As per section 4 in India an individual who has completed 1y years of age may obtain a driving license for a two-wheeler without gear with engine capacity not exceeding 50cc, that too along with the consent of a parent or guardian. 

To be able to obtain a driving license for a car, the person must be of 28 years of age on the date of application.

Following documents are required to obtain the learner's license:

  • Form-1, Application cum declaration form about physical fitness.
  • 2 copies of your recent passport-size photo.
  • Form-2, Application form for grand of learner's license.
  • Self-attested copy of residence proof
  • Self-attested copy of age proof
  • Self-attested copy of educational qualification proof (min requirement is 8th standard passed for transportation vehicle)
  • Prescribed fee

Life's eventuality is inevitable, at least the best motor insurance plan can come to the rescue in times of need on the road.
