Uttar Pradesh State Road Transport Corporation works under the Road Transport Act, 1950 with the mission to provide economical, adequate, and effective road transport services. It has 20 regional offices, where various transport related issues like issuance of a driving license, renewal of registration, rules and regulations for road safety, etc. under the Motor Vehicle Act, 1988 are dealt. There are 6 zonal offices, 77 ARTO, and 19 RTO offices across Uttar Pradesh.
Functioning of Uttar Pradesh RTO
- Various different RTO offices of Uttar Pradesh are responsible for performing the below-mentioned duties and functions:
- To issue the driving license to the owner and driver of the vehicle.
- To issue learner’s license.
- To issue registration certificate to transport vehicles.
- To issue registration certificate to non-transport vehicles.
- To change the address in RC.
- To issue RC with the endorsement.

Type of Vehicle Registration in Uttar Pradesh
As per the Motor Vehicle Act, 1988, every engine vehicle in India must be registered in the view of the RTO and state. After registration of the vehicle, an RC is given to the vehicle's owner. There are two types of registrations of the vehicle available in Uttar Pradesh:
Temporary Registration - This type of vehicle registration is most of the times is done by the dealer at the time of buying. It is offered for a limited period of time and the owner is required to get the permanent registration within this time frame.
Permanent Registration - No vehicle with an engine is allowed to run on the Indian roads without a registration number. In Uttar Pradesh, the owner of the vehicle has to apply for the permanent registration of the vehicle within 7 days of purchase to the Registration Authority.
Permanent Vehicle Registration in Uttar Pradesh
To register a vehicle, the owner of the vehicle has to apply to the Registration Authority within seven days of the purchase of the vehicle along with the below-mentioned documents:

. Form 22 supplied by the dealer
. Sale certificate in Form-21
. Valid insurance certificate of the vehicle
. Temporary registration, if any
. Address proof
. Form-A under Taxation Act, 1997
. Passport size photograph

Renewal of Registration Certificate in Uttar Pradesh
The owner of the vehicle has to submit the application with the following documents:
- Form 25

How to Get Duplicate of Registration Certificate in Uttar Pradesh?
An application must be submitted with the following documents in order to apply for a duplicate RC of the vehicle in Uttar Pradesh:
- Form-26
- Fees payment receipt
- Insurance certificate
- Copy of FIR
- Affidavit stating that the RC is lost
Transfer of the Ownership of Vehicle in Uttar Pradesh
In order to transfer the ownership of the vehicle in Uttar Pradesh, one has to provide the following documents to the Registration Authority:
- Form-29 and 30
- Insurance Certificate
- Registration Certificate
- Tax Clearance Certificate
- Fees as Mentioned in Rule-81
- No Objection Certificate of the Vehicle, If It is registered outside U.P.

Transfer of the Ownership in Case of the Death of Owner

Transfer of Ownership When Vehicle is Purchased in Public Auction
One has to provide the following documents in this case:
- Form 32
- Insurance Certificate
- Registration Certificate
- Certificate of the order that confirms the sale of the vehicle in his/her favor by the person who was authorized for conducting the auction.
- Fess as per Rule-81
- Certified copy of the order given by the Government confirming the auction of the vehicle.
- Purchaser’s passport size photograph.
Transfer of Ownership of Vehicle from Other State
If one is moving to Uttar Pradesh and the vehicle he/she owns has the Registration Number of another state from which he/she is moving, then one is required to transfer the ownership from another state. For the same, he/she needs to provide the following documents:
- Duly filled Form-20
- Duly filled Form-27 to issue the new registration number
- Form number 28 – application for NOC
- Form number 33 – Notice of progress in address
- Form number 29 – Notice of vehicle’s possession transfer
- Registration Certificate of the vehicle
- Police Certificate
- Insurance Certificate of the vehicle

- Slips of the compensation given by the administration office

Change of Address in Registration Certificate of the Vehicle
The change of address of the owner of the vehicle must be updated in the Registration Certificate of the vehicle as well. An application for the same must be submitted to the Regional Transport Officer along with the following documents:
- Address change proof in Form-33 in the copy.
- The Registration Certificate of the vehicle.
- Protection archive of the vehicle.
- No Objection Certificate (NOC) given by the agent, if the vehicle is taken on a credit.
- Pollution Under Control Certificate.
- Certificate of the roadworthiness of the vehicle.
- Any of the below-mentioned address proofs:
- Voter ID Card
- Ration Card
How to Get Vehicle Insurance in Uttar Pradesh?
It is mandatory for every vehicle to get third-party insurance before it starts running on the roads of India. A third-party vehicle insurance policy provides coverage against loss or damage to the property of third-party or injury/death to a third-person arising out of the insured vehicle’s accident. Apart from third-party insurance, there are comprehensive motor insurance policies available. These plans are extensive in nature and provide coverage to the insured vehicle against its damage due to an accident along with third-party liabilities.
To get a vehicle insurance plan in Uttar Pradesh is very simple. One can opt for a policy online or can select a plan offline as well. However, it is recommended to take a vehicle insurance plan online as it saves time and money. Moreover, it requires no paperwork to purchase a plan online.

You can issue a DL from RTO/ARTO of the district/city in which you reside.
What is the process of No Objection Certificate online application?
The online application process of NOC can be followed in a few steps:
- Login to http://parivahan.gov.in
- Go to online services
- Select vehicle services
- Enter the vehicle registration number
- Go to Proceed
- Select application for NOC
Enter information such as chassis number, mobile number and click on generate OTP option - An OTP will be sent on the registered mobile number. Mention the received OTP
- Click on show details
- An application form will be generated
- Double check the details of the owner in the form
- Enter vehicle insurance details in the form
- Enter NOC vehicle details in the form such as State code, authority to, issue date etc.
- Next click on the SAVE button
- Click on the confirm button
- A fees receipt will be generated
- Print the fee receipt. Save fee receipt and visit the nearest RTO along with the required documents.
What is the process of re-registration of the vehicle in UP?
Re-registration is required if a vehicle is bought from a state other than Uttar Pradesh. The re-registration mark is to obtained from RTO UP by applying on the prescribed form and submit along with the supporting documents:
- Form 29/ transfer of ownership application form
- Form 30 in case the vehicle is purchased on loan
- Vehicle Registration Certificate (RC)
- Vehicle Insurance Document
- Any of the valid address proof of the vehicle owner i.e. Voter Id, electricity bill, adhaar card, passport, Life Insurance document etc.
- NOC in case inter-state transfer
- Proof of paid road tax
How Can I Renew my RC in Uttar Pradesh?
The registration certificate is valid for 15 years only and the owner needs to be renewed without fail. The process requires an application to be submitted to RTO UP along with the relevant documents. A vehicle inspection will be done from RTOs end and RC will be renewed accordingly.
The owner needs to be furnished the below documents:
- Form 25/renewal form
- Vehicle Registration Certificate
- PUC (Pollution under Control) certificate
- Vehicle insurance certificate
- Fee receipt
I have recently moved to a new plan. Do I need to update the new address to my RC?
Yes, a new address has to be updated accordingly. The process can be initiated by applying with the concerned RTO and submit a request along with the relevant documents.
- Form 33/application for updating the new address
- Form no. 33 is required as the duplicate copy is the vehicle is taken on loan
- Valid address proof
- Vehicle Registration Certificate in original
- No Objection Certificate from the financer
- Pollution Under Control (PUC) Certificate
What is the eligibility of issuing DLs in UP?
- For un-geared bikes with maximum 50 cc: 16- 18 years with the written consent of parents/guardian
- In case of Non-transport vehicles: 18 years and above
- For Transport vehicles: 20 years and above
