According to the Ministry of External Affairs, Qatar is home to about 8.3 lakh NRIs, and many of them protect their families in India with a term plan from an Indian insurer. Claiming a term insurance plan for an NRI from Qatar is a little different.
The nominee needs to get the death certificate from Qatar's Ministry of Public Health and have it attested. Inform the insurer, then submit the documents online or by courier. The claim is paid in rupees into the nominee's Indian bank account, and from there it can be sent to Qatar. The payout is tax-free in India, and Qatar does not tax it either.
Term Plans
Yes. The nominee does not need to live in India. A spouse or child living in Qatar can be the nominee and can file the claim from Qatar. RBI's Master Direction on Insurance, in its section on "Settlement of claims," lays down the rules for paying claims on rupee life insurance policies to claimants resident outside India. This includes death claims paid to nominees who live abroad, so a nominee in Qatar can receive the payout. The same section explains which account the money goes into. This is covered in detail below.
The claim form and documents are uploaded online or sent by courier. The insurer's claims team, or your Policybazaar relationship manager, handles the coordination from India. Here is the step-by-step process to understand the process of term insurance claim for an NRI in Qatar:
In Qatar, death certificates for expatriates are issued by the Births and Deaths Record Department of the Ministry of Public Health (MoPH). If the death happens outside a hospital, it must first be reported to the police on 999.
Usually, these formalities are handled at a single location: the Humanitarian Services Office behind the Hamad General Hospital Mortuary in Doha. Hamad Medical Corporation, the MoPH and the Ministry of Interior all have counters there. The MoPH counter issues the death certificate, the embalming certificate and the papers needed to send the body to India. These administrative certificates are free of charge.
The death certificate has to be attested before you send it to the insurer. The Qatar Ministry of Foreign Affairs offers death certificate attestation through its Department of Consular Affairs. You can apply online by logging in to the national authentication system, and the attested document will be delivered by Qatar Post. The MoFA lists the fee as nil. Many Indian insurers also ask for the certificate to be attested by the Embassy of India in Doha after the MoFA stamp, so check with the insurer before you start.
The death of an Indian national in Qatar should be registered with the Embassy of India in Doha. The Embassy issues the No Objection Certificate (NOC) needed for local burial or for sending the mortal remains to India. For this, the next of kin sends a letter to the Embassy giving their consent and authorising someone in Qatar, such as the employer, a relative or a friend, to take charge of the body. Some insurers ask for proof of death registration from the Embassy, so keep copies of everything the Embassy issues.
The nominee informs the insurer online, by email or by phone. At this stage, only basic details are needed: the policy number, the name of the life assured, the date, place and cause of death, and the nominee's contact details. The documents can follow later. Do not wait for the attestation to be finished before intimating the claim.

Upload scanned copies or courier the originals, depending on what the insurer asks for. Check with the insurer first which documents it needs in original and which it accepts as scans.
As per the IRDAI's Master Circular on Protection of Policyholders' Interests, 2024, insurers must settle a death claim within 15 days of intimation if no investigation is needed, and within 45 days if it is. If the insurer delays beyond this, it must pay interest at 2% above the bank rate. If a claim is rejected, the insurer must give its reasons in writing.
Below mentioned is the list of documents required to make a claim for term life insurance:
Claim form, filled in and signed by the nominee
Death certificate issued by Qatar's Ministry of Public Health, attested by the Qatar Ministry of Foreign Affairs and, if the insurer asks, by the Embassy of India in Doha
Legal English translation of the death certificate, if it is in Arabic only
Proof of death registration or the NOC from the Embassy of India, if the insurer asks for it
Original policy document, or an indemnity bond if it has been lost
Passport copy and Qatar ID (QID) copy of the deceased
Photo ID and address proof of the nominee
Passport copy of the nominee, if the nominee is an NRI
Bank details of the nominee: an Indian savings or current account for a resident nominee, or an NRE or NRO account for a nominee living in Qatar, with a cancelled cheque or bank statement
Medical records, where relevant: the death notification report from the hospital, admission notes and discharge summary
For accidental or unnatural deaths: the police report and the forensic report, with English translations
The insurer always pays the claim in Indian rupees into a bank account in India. What happens after that depends on who your nominee is and where they live.
Say your mother in Kochi is the nominee. The insurer credits the money to her regular savings or current account. She can use it right away, and no tax is cut in India.
Say your wife in Al Wakrah is the nominee. Indian insurers pay into an Indian account, so the money goes to her NRE or NRO account in India. From there, she can move it to her bank in Qatar whenever she needs it. India deducts no tax on the death benefit, and Qatar charges none when the money arrives.

The simple rule is that the claim goes back the way the premium came in. RBI's Master Direction on Insurance links the payout for a nominee living abroad to the account the premiums were paid from.
If you paid premiums from your NRE account, or sent money directly from your Qatar salary, the claim can go into the nominee's NRE account. NRE money can be sent to Qatar with no limit.
If you paid premiums from your NRO account, for example using rent or interest earned in India, the claim goes into the nominee's NRO account, and only in rupees. NRO money can still be sent to Qatar, up to USD 1 million a year.
Many NRIs switch accounts over the years. In that case, the claim is divided in the same ratio as the premiums.
Example: Your cover is ₹1 crore. Over the years, 80% of your premiums came from NRE and 20% from NRO. Your nominee would receive roughly ₹80 lakh in the NRE account and ₹20 lakh in the NRO account. The insurer works this out from your premium payment records.
No. The death benefit is tax-free in India, and Qatar does not tax it either. This makes the payout simple for families in Qatar.
The death benefit is fully tax-free in India, whatever the cover amount. This applies to NRIs and resident Indians alike. The main exception is a keyman policy taken by an employer. Since nothing is taxable, the insurer does not deduct TDS.
Qatar does not tax individuals on their salaries, and it taxes only Qatar-source income, according to PwC's Qatar tax summary. A death benefit from an Indian insurer is not Qatar-source income, so a nominee in Qatar pays no tax on it. Qatar also has no inheritance tax. There are no extra tax forms to file in Qatar when the money arrives.

The two cases that slow a claim down the most are a child nominee with no appointee and a policy with no nominee at all. Both need a court document from India, and that can take several months.

A claim for NRI term insurance can be filed and completed from Qatar, online and by courier. Nobody has to travel to India.
Qatar is not part of the Apostille Convention, so the death certificate needs attestation by the Qatar Ministry of Foreign Affairs, and often by the Embassy of India in Doha.
