ILOE (Involuntary Loss of Employment) insurance is a government-backed ILOE unemployment insurance scheme, also called labour insurance in the UAE, introduced under Federal Decree-Law No. 13 of 2022. It came into effect on 1 January 2023 and is overseen by the Ministry of Human Resources and Emiratisation (MOHRE).
The subscription is linked to your Emirates ID, not your employer, so it stays with you when you change jobs. You pay the premium yourself; it isn't shared with or paid by your employer.

ILOE insurance, often searched as unemployment insurance or labour insurance in the UAE, is a government scheme introduced under Federal Decree-Law No. 13 of 2022. It came into effect on 1 January 2023 and is overseen by the Ministry of Human Resources and Emiratisation (MOHRE).
The scheme is run by an insurance pool led by Dubai Insurance Company, which is why many people search for "ILOE Dubai insurance". It is not limited to Dubai, though. The Involuntary Loss of Employment (ILOE) mandatory unemployment insurance program applies across all seven emirates. While it initially focused only on mainland private and federal government workers, the UAE authorities officially extended the scope on May 3, 2023, to cover employees working within Free Zones and semi-government entities

No. Many people search for "ILOE Dubai insurance" or "Dubai Insurance ILOE" because the scheme is run by an insurance pool led by Dubai Insurance Company. But ILOE is a federal scheme that applies across all seven emirates. There's no separate ILOE insurance Abu Dhabi scheme: employees in Abu Dhabi, Sharjah and the other emirates subscribe to the same ILOE plan, on the same official portal. Employees in free zones are covered too.

ILOE is mandatory for UAE nationals and residents working in the private sector, the federal government and most free zones.
The following groups are exempt:
Investors who own the company they work in
Domestic workers
Employees on temporary contracts
Workers under 18
Retirees who receive a pension and have joined a new job
Freelancers working under their own licence are not covered, as the scheme applies to employees with work permits.
Your category, premium and payout cap depend on your basic salary, not your total package.
| Category A | Category B | |
| Basic salary | AED 16,000 or less | Above AED 16,000 |
| Monthly premium | AED 5 + VAT | AED 10 + VAT |
| Annual premium | AED 60 + VAT | AED 120 + VAT |
| Maximum monthly payout | AED 10,000 | AED 20,000 |
Amount: 60% of your average basic salary over the six months before you lost your job, up to the cap for your category.
Duration: Up to three consecutive months per claim.
Lifetime limit: Total payouts cannot exceed 12 monthly benefits across your entire working life in the UAE.
When it stops: Payments end early if you start a new job or leave the UAE.
For example, if your average basic salary is AED 14,000, you would receive AED 8,400 a month (60% of AED 14,000) for up to three months.
ILOE compensation is paid in addition to your end-of-service gratuity. It does not replace it.
The main channels are the official portal, iloe.ae, and the ILOE mobile app. To subscribe or use the ILOE login:
Step 1: Visit the official website of ILOE (iloe.ae) or open the ILOE app.
Step 2: Log in with your Emirates ID and the one-time password sent to your UAE mobile number.
Step 3: Confirm your category based on your basic salary.
Step 4: Choose your policy period and payment plan, then pay online.
Step 5: Download your insurance certificate from your dashboard.
You can also subscribe or renew through the MOHRE app, bank apps, exchange houses such as Al Ansari Exchange, payment kiosks and du or Etisalat machines.
Premiums have traditionally been payable monthly, quarterly, half-yearly or annually, with VAT added to the first payment. Some sources report that new subscriptions must now be paid upfront for a longer period, so check the options shown on iloe. ae when you subscribe or renew.
When your policy ends, renew it promptly. Premiums unpaid beyond a three-month grace period can lead to fines and loss of claim eligibility.
MOHRE applies two fines:
| Reason | Fine |
| Not subscribing to ILOE | AED 400 |
| Not paying premiums for more than three months | AED 200 |
If the fine remains unpaid, MOHRE can deduct it from your salary or end-of-service benefits through the Wages Protection System (WPS). An unpaid fine can also lead to your policy being cancelled.
Open the ILOE Quick Pay service on the MOHRE website or MOHRE app.
Enter your Emirates ID, Unified Number (UID) or labour card number.
View any pending fines, along with the fine date and amount.
Pay by credit or debit card, or choose instalments where offered.
Payments usually take one working day to process. You can also check and pay fines at MOHRE-approved service centres such as Tasheel.
| Criteria | Details |
| Minimum subscription | 12 consecutive months |
| Claim deadline | Within 30 days of your last working day |
| Residence | You must be legally residing in the UAE |
| Not covered | Resignation, disciplinary dismissal, absconding, fraudulent claims or labour strikes |
| How to claim | Visit the official website of ILOE UAE, the ILOE app or the call centre on 600 599 555 |
| Payout time | Usually within two weeks of submitting complete documents |
Keep your Emirates ID, termination documents, IBAN and salary records ready. Check that the reason recorded on your official work permit cancellation shows an involuntary termination, as this is what the insurer relies on.
Check eligibility: your policy is active, you've paid at least 12 consecutive months, and your job loss was involuntary.
Prepare documents (clear PDFs or images, under 5 MB each):
Emirates ID
Passport with UAE residence visa page
Termination or redundancy letter stating the reason
Salary proof: last 6 months' payslips or bank statements
Proof of work permit cancellation from MOHRE or the free zone authority
UAE IBAN for the payout
Labour complaint documents, if there was a dispute
Log in and submit your claim on the ILOE claims portal or app, upload the documents and save your reference number.
Track your claim and reply quickly to any request for more information.
Receive the payout in your UAE bank account once approved.
Tip: check that the reason on your work permit cancellation shows an involuntary termination, because this is what the insurer relies on.
While ILOE Insurance (Involuntary Loss of Employment) provides essential short-term income protection during unforeseen job loss, many NRIs in Dubai, UAE look to further enhance their family’s long-term financial security with term life insurance for NRIs in the UAE from Indian insurers.
Lower premiums: Indian term plans usually cost less than comparable international plans.
0% GST: since 22 September 2025, individual life insurance premiums in India, including term plans, are exempt from GST.
Medical tests from the UAE: Many insurers offer tele or video medicals, so you do not need to travel to India.
Worldwide cover: Your family is protected wherever you live.
Return of premium options: Some plans refund the premiums paid if you exit the policy early or survive the term.
ILOE is one of several types of employee insurance in the UAE. Here's how they differ:
| Insurance | Who pays | Mandatory? | What it covers |
| ILOE (Involuntary Loss of Employment) | Employee | Yes, for most employees | 60% of basic salary for up to 3 months after involuntary job loss |
| Health insurance | Employer | Yes, for private-sector employees] | Medical treatment |
| Worker Protection Program (WPP) | Employer | An alternative to the bank guarantee for eligible workers | Unpaid salaries, end-of-service benefits and repatriation if the employer defaults |
| Salary or income protection plans | Employee (optional) | No | Varies by plan: some cover job loss, others only death or disability |
Some banks and insurers sell optional salary protection plans. For example, Liv by Emirates NBD lists a Salary Protect plan among its insurance products. These are separate from ILOE and don't replace it. Before buying one, check exactly what it covers: some top up income after job loss, while others pay only for death or disability from an accident.
