A government education loan is a loan from a bank where the central government either pays part of the interest or guarantees the loan against default. The central government offers education-loan support through schemes including PM-Vidyalaxmi, PM-USP Central Sector Interest Subsidy Scheme (CSIS), PM-USP Credit Guarantee Fund Scheme for Education Loans (CGFSEL), and the Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for OBCs and EBCs. PM-Vidyalaxmi and PM-USP CSIS are administered through the PM-Vidyalaxmi portal.

Interest Subsidy: Who Gets What
The subsidy an applicant receives depends almost entirely on family income. The table below sets out where each band falls.
Family Income
Applicable Benefit
Subsidy
Loan Amount Eligible for Subvention
Up to ₹4.5 lakh
PM-USP CSIS, if course and institution meet CSIS conditions
100% interest subvention during moratorium
Up to ₹10 lakh
Up to ₹8 lakh
PM-Vidyalaxmi, if the student meets its QHEI and other conditions
3% interest subvention during moratorium
Up to ₹10 lakh
Above ₹8 lakh
PM-Vidyalaxmi 3% interest subvention
Not eligible for the 3% subvention
Standard loan terms may apply
Students with annual family income above ₹8 lakh are not eligible for the 3% PM-Vidyalaxmi interest subvention. They may still apply for an education loan under the lender's applicable terms. Building a corpus in advance through a child education plan can reduce the amount that needs to be borrowed.
How to Apply for a Government Education Loan
PM Vidyalaxmi applications are submitted through the PM Vidyalaxmi portal. Other schemes have their respective application/implementation mechanisms.
Register on the portal. Apply through the PM-Vidyalaxmi portal at pmvidyalaxmi.co.inÂ
Fill the CELAF. The Common Education Loan Application Form is a single form that reaches multiple banks. This removes the need to apply separately to each lender.
Select banks. The PM Vidyalaxmi portal allows students to apply to up to three banks at a time.
Upload documents. Admission letter, income proof, KYC and academic records.
Claim the subsidy separately. Interest subvention is not automatic. It must be applied for, and the documentation submitted alongside the loan application.
Track status. The portal shows real-time application status and allows grievances to be filed if a bank delays processing.
Other Government Loan Options
Beyond the four subsidy schemes, three central corporations lend directly to students at concessional rates:
NBCFDC for backward class students
NSFDC for Scheduled Caste students
NMDFC for minority students
Several states also run their own schemes. Gujarat operates GUEEDC, and Kerala and Tamil Nadu have their own programmes. These are separate from the central schemes and have their own application routes.
Conclusion
Government interest-subvention benefits are subject to specific income, course and institution conditions. Students who do not qualify for a government interest-subvention benefit may still obtain an education loan under the lender's applicable terms. Achildren's gift fund or similar long-term investment can help build funds for education and reduce the amount that needs to be borrowed.Â
What is the difference between CSIS and PM Vidyalaxmi?
CSIS gives 100% interest subsidy during moratorium to families earning up to ₹4.5 lakh. PM Vidyalaxmi gives 3% subvention to families earning up to ₹8 lakh. CSIS is the older scheme, and PM Vidyalaxmi supplements rather than replaces it.
Which government scheme covers studying abroad?
The Dr. Ambedkar Central Sector Scheme provides interest subsidy to eligible OBC and EBC students pursuing Master's, M.Phil. or PhD courses abroad, subject to the applicable eligibility and income criteria.Â
What are the options available to fund a child’s education apart from government education loans?
Apart from government education loans, parents may also consider alternatives like mutual fund child plans, children’s gift funds and other long-term investment instruments to fund their children’s higher education or other financial needs. Investors should consider their objectives and risk tolerance before investing.
