What is NPS?

The National Pension Scheme (NPS) is a voluntary, market-linked retirement savings scheme regulated by the Pension Fund Regulatory and Development Authority (PFRDA). It helps individuals build a retirement corpus by investing in a mix of asset classes, including government securities, corporate bonds, and equities. Key features of NPS include:

  • If the corpus is ₹8 lakh or below at normal exit, the entire amount can be withdrawn as a lump sum, with no annuity required.
  • For non-government subscribers with a larger corpus, up to 80% can be withdrawn as a lump sum, with a minimum 20% used to purchase an annuity that provides a regular pension after retirement.
  • Government-sector subscribers follow a separate tiered structure, retaining a 60% lump sum / 40% annuity split for corpus above ₹12 lakh.

Ways of Registering an NPS Complaint

If you have any issues related to your NPS account, you can register a complaint through any of the following channels:

  1. Online: Log in to the CRA portal, go to Subscriber's Corner, and select Log Your Grievance. A unique token number will be generated to help you track the status of your complaint.
  2. Written Application: Submit a signed grievance letter mentioning your PRAN and complaint details to your respective Point of Presence (PoP) or Nodal Office.
  3. Email: You can send your grievance to info.cra@nsdl.co.in.
  4. PFRDA Grievance Cell: You may also contact the PFRDA Grievance Cell by post or email:

Escalation Levels and Timelines

If your grievance is not resolved at the initial stage or you are dissatisfied with the response, you can escalate it through the following levels:

Level 1: Resolution by Intermediary

  • Where to file: Lodge your complaint through the Central Grievance Management System (CGMS) or directly with the concerned NPS intermediary, such as the Central Recordkeeping Agency (CRA), Pension Fund (PF), or Custodian.

  • Timeline: The intermediary is required to resolve the grievance within 30 days from the date of receipt of the complaint.

Level 2: Escalation to NPS Trust / PFRDA Grievance Cell

  • When to escalate: If your complaint remains unresolved after 30 days at Level 1, or you are not satisfied with the intermediary's response, you may escalate it to the NPS Trust or PFRDA Grievance Cell.

  • Timeline: The grievance is generally reviewed and resolved within 21 to 30 days from the date of escalation.

Level 3: Appeal to PFRDA Ombudsman

  • When to appeal: If you are dissatisfied with the response received from the NPS Trust or PFRDA Grievance Cell, or if the grievance remains unresolved, you can file an appeal with the PFRDA Ombudsman.

  • Timeline: The Ombudsman examines the grievance and issues a decision in accordance with the applicable PFRDA regulations.

Level 4: Revision Before PFRDA

  • When to file: If you are not satisfied with the Ombudsman's decision, you may submit a revision application to the designated member of PFRDA for further review.

Level 5: Appeal to the Securities Appellate Tribunal (SAT)

  • Final remedy: If the grievance is still not resolved after the revision process, you may file a final appeal before the Securities Appellate Tribunal (SAT) as per the prescribed legal procedures.
