The Public Health Engineering Department (PHED), Haryana, looks after the supply of safe drinking water, sewerage systems, and stormwater drainage in the state. PHED Haryana is integrated with the UMANG portal of the Government of India, enhancing accessibility among the people. Through the app, residents of Haryana can avail water and sewerage services from PHED, including paying bills, applying for new connections, and registering complaints remotely without visiting any government office.
The UMANG portal allows citizens to avail of several PHED-related services online. According to the Haryana PHED web page on UMANG, the following services are available:

Citizens can obtain new water and sewerage connections by approaching the PHED sub-divisional office in their area, registering online through the official PHED portal, or visiting a Common Service Center (CSC). Once the form is submitted, the applicant gets an SMS confirmation. After verification of the applicant's documents and fee payment, the connection is sanctioned. In urban areas, the responsibility for water and sewerage connections depends upon whether you are residing in a PHED area or a Municipal Corporation Area.

The applicant should be residing in Haryana and should require a water or sewer line connection or be an existing PHED consumer seeking to pay bills or raise a complaint.
All individuals must have a registration or a login ID from either the Antyodaya-SARAL Portal or the PHED Consumer Services Portal before requesting any services.
About documents, applicants will need to provide identification proof as well as proof of ownership of the property or residence.
As per the guidelines of urban local bodies in Haryana, citizens should apply through the SARAL portal in the municipal corporations of Karnal and Sonipat.
Applications may be made through PHED’s sub-divisional offices or via PHED’s official website as well.
Availing PHED Haryana services requires applicants to take the following steps:
Through UMANG App:
Download the UMANG app or visit the web portal.
On the app, search for the PHED Haryana department.
Select the service you require: new connection, paying a bill, or registering a complaint.
Enter the required details and submit the request.
Check the status of your application or complaint through the application.
Through PHED/SARAL Portal:
Visit the Antyodaya-SARAL portal or the PHED Consumer Services website.
Provide the necessary details to create an account or login ID.
Complete the application form and provide scanned documents as per the checklist.
The bill clerk verifies the application and forwards it to the designated office for further scrutiny.
The fees are notified to the applicant through SMS or email after verification.
After paying the fee, the application is sanctioned, and applicants can see or download the sanction order from the Application Status page.
In order to get a water connection application processed on the PHED Haryana Citizen Services Portal, it is required that all the necessary documents be uploaded by the applicant. The following are the documents required:
Identity Proof (any one):
Aadhaar Card
Voter ID
Driving Licence
Passport
Ownership Proof (any one):
Register of Property
Register of Assessment
Act of Conveyance
Registry Deed
Letter of allotment issued by the Government-authorised agency.
Title deed signed by either the Sarpanch/Gram Panchayat member or Secretary.
Caste Certificate (optional): This document is required only by the applicants applying under the Domestic SC category.
Licensed Plumber’s Report: This report needs to be issued by a licensed plumber who is approved by the Public Health Engineering Department, Haryana.
Once the Junior Engineer (JE) approves the feasibility report, the following documents have to be provided:
A copy of the purchase invoice of the ISI-marked IP68 water meter.
Photograph of the installed water meter, with the brand name displayed and an initial reading.
