Building on the success of Swachh Bharat, this initiative aims to ensure that cities and towns across the country achieve improved sanitation, waste management, and hygiene standards.
As an extension of the broader Swachh Bharat Mission, Urban 2.0 reflects a continued commitment to creating cleaner, healthier, and more sustainable urban spaces.

The Swachh Bharat Mission is a nationwide cleanliness drive that seeks to eliminate open defecation and promote scientific waste management. While earlier efforts focused significantly on rural sanitation, the urban component addresses the unique challenges posed by population density, infrastructure gaps, and waste generation in cities.
The Swachh Bharat Abhiyan in urban areas prioritizes access to toilets, proper waste disposal systems, and increased public awareness, ensuring that no household is left behind in the journey toward sanitation and dignity. The Swachh Bharat Mission – Urban 2.0 focuses on providing sanitation facilities to urban households, particularly those lacking access to individual toilets or relying on insanitary facilities. The mission includes multiple components such as Individual Household Latrines (IHHL), community toilets, public toilets, and solid waste management systems.
Additionally, it emphasizes public awareness campaigns and capacity building to ensure long-term sustainability and citizen participation in maintaining cleanliness.
The urban phase of the mission is guided by clearly defined objectives that align with sustainable development goals:
To provide access to individual household toilets for all urban households
To eliminate open defecation in cities and towns
To promote the construction of community and public toilets
To ensure effective solid waste management systems
To drive behavioral change through Information, Education, and Communication (IEC) initiatives
These objectives ensure that the Swachh Bharat Mission continues to evolve as a comprehensive urban development programme.
The Swachh Bharat Abhiyan under Urban 2.0 includes several critical interventions:
Construction of Individual Household Latrines (IHHL)
Conversion of insanitary toilets into hygienic pour-flush toilets
Development of community and public toilet facilities
Implementation of solid waste management systems
Awareness campaigns through IEC activities
Administrative and capacity-building initiatives
These measures collectively aim to improve sanitation infrastructure while encouraging responsible urban behavior. Such government-backed initiatives often work in parallel with welfare measures like government life insurance schemes, which aim to extend financial protection to underserved urban populations.
