What Was the Padho Pardesh Scheme?

Padho Pardesh has been discontinued from FY 2022-23. The Ministry of Minority Affairs issued the discontinuation notice on 15 December 2022. Existing beneficiaries under the scheme as on 31 March 2022 continue to receive the eligible interest subsidy during their moratorium period, subject to the scheme guidelines, but no fresh beneficiaries are admitted.

The scheme traces back to the Prime Minister's fifteen-point programme for the welfare of minorities announced in June 2006 and was launched on 26 February 2014. Canara Bank served as the designated nodal bank for the scheme. Six communities qualified under the National Commission for Minorities Act, 1992: Muslims, Christians, Sikhs, Buddhists, Jains and Parsis.

Conclusion

The Padho Pardesh Scheme closed in 2022-23 and hence, accepts no new applications. Minority students planning overseas study now rely on NMDFC loans or category-based schemes. Planning ahead through child education plans , mutual funds and other long-term instruments reduces the need for borrowing later.

FAQs

  • Why was the Padho Pardesh Scheme discontinued?

It was discontinued for three reasons i.e., limited benefits accruing to beneficiaries, overlap with similar schemes run by other ministries and the relative ease of obtaining education loans at lower interest rates through other routes.
  • Is there a replacement scheme for minority students studying abroad?

No direct replacement exists. The Ministry pointed to NMDFC education loans, which offer concessional interest rates rather than a subsidy.
  • Is it better to rely on a subsidy or save in advance?

A subsidy lowers the cost of borrowing, not the borrowing itself. Families usually build a corpus alongside it through PPF, equity mutual funds or children's gift funds to meet their financial goals.
  • What should families planning overseas study consider now?

Padho Pardesh no longer accepts fresh beneficiaries, so minority students planning overseas study must rely on other available education loans, concessional credit, scholarship or category-specific assistance routes for which they independently qualify. Options include NMDFC concessional loans, category-based schemes where applicable, and building a corpus through a mutual fund child plan or similar long-term instrument.
