against the exact reimbursement of hospital expenses of rickshaw pullers & labourers under RSBY (Rashtriya Swashthya Bima Yonja) from government, the speaker, Shashank Shekhar Bhokta, on Monday orders a special house committee for an investigation into the scam. Rajendra Prasand Singh, Parliamentary affairs minister along with other members also demanded an enquiry into the scam.
KN Tripathy, the rural development minister alleged during his reply on the rural development department budget that the insurance companies have usurped 107 crores against total reimbursement of 182 crore in premium over 2009-13 period by the state government.
The insurance companies have reimbursed only 75 crore to the designated hospitals against the treatment whereas there are 18 lakh unorganised rickshaw pullers and labourers who are insured through the premium of the government. The rest of the money has been usurped by them through inflated and fake claims. The reason accused by Tripathyn of this scam is gross laxity and lack of monitoring of the previous State government.
The ruling of the Speaker also came on the issue of protocol lost of the State. The government is asked by the State for notifying the protocol arrangements in the State in the ongoing session by March 5th 2014. Stance on several policy issues have also been clarified by the government. These issues are raised by members during chief minister's question hour.
The queries of the members on policy issues are replied by the chief minister during half an hour time slot during Mondays of the session days according to the rules of Jharkhand assembly.
The legislation on paving way for the technical university would be tabled in the current session according to CM Hemant Soren. The question over the setting up of university in the state was asked by JVM-P legislator Samresh Singh. The distribution of bicycles to SC, ST, BPL, OBC and minority girls is done through welfare department.
The bicycles among APL and general girls are distributed by the State HRD but the distribution among all the school going girls would be taken on availability of funds with the Human Resource department.
The regularisation of Project Vidyalaya teachers which was started in 1984 during Bihar days is under consideration in light of the Supreme Court along with those who are going without salaries since then.
Introduction of Bihar like legislation on acquisition of officials properties with corruption charges that are proven and setting up special courts & special vigilance for the purpose is refused by Hemant Soren. According to him, in nabbing the erring officers, anti-corruption vigilance wing was doing its bit and for their speedy trial, there were also special vigilance courts.
The second state language status is also ruled out to Maghi, Bhojpuri, Angika and Maithali by CM as this issue is more inclined to politics than policy matter and decisions are also taken keeping in mind the facts & figures of speakers.
In the meantime, the budgets of the industry department, rural development department, labour employment and training, registration, building construction department, water resources department, mines and geology department, Panchayati Raj department, social welfare, excise, drinking water and sanitation department, urban development department and Transport with voice vote have been passed.
