      Why Was Mission Vatsalya Needed?

      Vatsalya means 'parental love and affection,' and this is the kind of environment this mission strives to provide for each child who has been deprived of it.

      Ponder upon the thought that a child has lost both his parents. One who is forsaken. Or a teen who is in trouble with the law and has no home to return to when that care ends at 18. These are not the outliers, but rather the fact for thousands of children across India every year.

      Before Mission Vatsalya, India's child protection strategy was piecemeal, with several schemes. Before 2009, the Ministry of Women and Child Development operated three distinct programmes, the Juvenile Justice Programme, the Integrated Programme for Street Children and the Scheme for Assistance to Children's Homes. These were brought together under the Integrated Child Protection Scheme (ICPS) in 2009-10. It changed its name to Child Protection Services (CPS) in 2017. In 2021-22, the CPS scheme was merged with Mission Vatsalya.

      But each renaming was not merely cosmetic. Every time it was extended and refined, even more children came into its protection frameworks. So far, the most extensive version of this effort is Mission Vatsalya.

      What Are the Objectives of Mission Vatsalya?

      Mission Vatsalya has no single objective. It targets several fronts at the same time:

      • Child protection and safety- Safety of children in vulnerable environments such as Child Care Institutions (CCIs).
      • Family-based care- Encourage adoption, foster care and sponsorship instead of institutional care (as far as possible).
      • Capacity building of Child Welfare Committees (CWCs), Juvenile Justice Boards (JJBs) and District Child Protection Units (DCPUs).
      • Rehabilitation and reintegration- Assisting children to reintegrate into society through education, skills building and counselling.
      • Prevention of child abuse and trafficking- Development of awareness and enforcement mechanisms on child exploitation problems.
      • After-care support- the provision of support for children leaving institutional care after the age of 18 to help them become independent.

      In the official Mission Vatsalya guidelines, the vision is as follows: "To secure a healthy and happy childhood for every child in India to enable him/her to realise his full potential and to help them thrive in all areas in a sustained manner.

      What Are the Key Components of Mission Vatsalya?

      Mission Vatsalya operates through six major streams, which focus on different areas of child welfare:

      • Enhance the effective functioning of statutory bodies: Ensure the strengthening of CWCs, JJBs, and other child protection committees at the state/district levels.
      • Improve the service delivery systems- establish effective District Child Protection Units and State Child Protection Societies on the ground.
      • Upscale institutional care and services- Enhancing good quality Child Care Institutions, such as infrastructure, staffing, sanitation and nutrition.
      • The encouragement of non-institutional care in the community- Encouragement of foster care, sponsorship, kinship care and adoption as preferred alternatives to institutional care.
      • Emergency outreach services- Running 24x7 child helpline services in partnership with states and districts in line with the provisions of the Juvenile Justice Act, 2015.
      • Training and capacity building- Providing frontline workers, CCI staff and officials with the knowledge and skills needed to achieve better outcomes for children.

      Who Are the Target Beneficiaries?

      Mission Vatsalya is specifically designed for children at greatest risk. The scheme covers:

      • Orphaned and abandoned children
      • Children in need of care and protection, as defined under the Juvenile Justice (Care and Protection of Children) Act, 2015
      • Children in conflict with the law
      • Street children
      • Children with special needs, including those who are physically or mentally disabled and unable to attend regular school
      • Children without family or social support who leave institutional care after turning 18

      The scheme operates across all states and Union Territories. All states and UTs have signed a Memorandum of Understanding (MoU) with the Ministry to implement the scheme.

      What Is the Financial Assistance Provided?

      Mission Vatsalya facilitates the monthly disbursement of ₹4,000 per child to families for non-institutional, family-based care (including after-care programmes, kinship care, foster care, and sponsorship).

      Sponsorship- Additional financial and other resources provided to a family to help them provide for the medical, educational and developmental needs of a child at risk of family separation

      Foster care- Home placement in a family other than the child's own, as an alternative to other family-based care.

      After-care- Support and financial help for children who have left institutional care at age 18 and need assistance to maintain themselves in independent living.

      Children are eligible for the grant of ₹4,000 per month for all three of the above categories.

      How Is Mission Vatsalya Funded?

      Mission Vatsalya is a centrally sponsored scheme, and the cost-sharing is fixed:

      • The 60:40 ratio applies to the Centre and States/UTs with Legislatures.
      • 8 North-Eastern States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura) and Himalayan States (Himachal Pradesh, Uttarakhand) and UT of Jammu and Kashmir- 90:10 ratio
      • Union Territories (No Legislature)- 100% Central funding

      The Public Financial Management System (PFMS) releases funds to the states, and the State Single Nodal Agency (SNA) holds them in a dedicated Single Nodal Account under Mission Vatsalya.

      What Is the Institutional Structure?

      Mission Vatsalya works within a multi-layered institutional structure:

      At the Central level, the Ministry of Women and Child Development oversees implementation. The Mission Vatsalya Project Approval Board (PAB), headed by the WCD Secretary, approves funds to the states.

      Mapping, planning, and implementation are carried out at the State level by the State Child Protection Society (SCPS) as per the JJ Act 2015. Non-institutional care, such as adoption, sponsorship and aftercare, is overseen by the State Adoption Resource Agency (SARA).

      At the District level, District Child Protection Units (DCPUs) are operational under the overall supervision of the District Magistrate, ensuring service delivery and the care and protection of children.

      What Is the Role of Cradle Baby Reception Centres?

      The Mission Vatsalya provides a specific provision for setting up Cradle Baby Reception Centres in at least one Special Adoption Agency (SAA) in every district. The facilities will be established for the rescue and reception of 'abandoned infants', especially newborns that are left at public places, and ensure that these children are immediately brought into the child protection system for care and potential adoption.

      It's a straightforward but essential intervention. An abandoned baby is no longer left to chance but has an organised entry point into the system, whether it be a doorstep or a railway station.

      Mission Vatsalya and the Bigger Picture

      On 8th March 2021, the Ministry of Women and Child Development reorganised its three flagship schemes into three missions: Mission POSHAN 2.0, Mission Vatsalya, and Mission Shakti. It was done with purpose. The three missions now focus on different but interrelated groups: nutrition and child health under POSHAN 2.0; child welfare and protection under Vatsalya; and women's safety and empowerment under Shakti.

      Mission Vatsalya is in line with the Sustainable Development Goals (SDGs) and the Juvenile Justice (Care and Protection of Children) Act, 2015, and the principle of 'Leave No Child Behind'. Institutionalisation of children was always taken as a matter of last resort. Previously, family-based care was the first choice, which could be biological, adoptive, or foster.

      All children in India deserve a childhood. Not only food and shelter, but safety, love, a family and a future. At its heart, Mission Vatsalya is a structured expression of the government's belief.

      The children it reaches are the ones the system can forget the easiest: the ones who live on the street, the ones who are "ageing out" of a children's home with no place to go. These children are not just policy numbers. For these children, the figure of ₹4,000 per month, the CWC hearing, the foster family, and the after-care support are not policy stuff. They are lifelines.
