Travel Insurance Now Mandatory for All Indian Rail Passengers
Starting 27 October 2026, all train tickets must include mandatory travel insurance. As per the Supreme Court of India, all railway tickets, including offline at physical reservation counters now need to include travel insurance for every passenger. The landmark directive aims to ensure universal financial safety for all rail travellers.

Closing the Coverage Gap
As of now, Indian Railways only offers travel insurance to those booking train tickets online. It is also available as an optional add-on for passengers who may opt for it. The new judicial mandate requires the Railways to provide this safety net to everyone, including those booking tickets from physical counters. The mandate will transform this voluntary digital feature to a compulsory coverage for every passenger.
Train Travel Insurance Ruling: What Does it Mean?
- Strict Accountability: The Supreme Court bench has issued a stern warning, stating that the Railway Board will be held directly responsible if they fail to implement the insurance directive by 27 October, 2026.
- Equal Protection: The court order guarantees to protect people who rely on traditional ticket counters, especially those from rural or less digitally connected areas. The directive will help them receive the exact same financial safeguards as online consumers.
- Pricing Details Awaited: Indian Railways now needs to provide details on the administrative processes for those booking offline tickets. This includes whether the premium will be included in the base fare or added as a nominal surcharge at the time of booking.
How Did the Court Directive Begin?
This judicial directive arose from legal actions filed after the tragic 2023 train disaster in Odisha. The initial public interest litigation (PIL) called for a comprehensive probe into the incident. The PIL also raised concerns about the slow deployment of the Kavach automatic train protection scheme across the Indian Railways network.
As the court proceedings progressed, the Supreme Court also stressed upon the need to include overall general commuter safety and ways to protect them. It also observed that passengers acquiring tickets directly from physical booking windows remained particularly unprotected.
Following mishaps owing to the absence of travel insurance benefits, the court mandated urgent policy changes to guarantee uniform protection across all traveler categories. While domestic travel insurance policies are available in India, not even 1% of the population buys it voluntarily. For this reason, mandating train travel insurance protects passengers, especially the underprivileged, who will be most affected in the event of a tragedy.
