Parivahan Sewa is a centralized government portal that helps users access vehicle and transport-related services online. It helps to eliminate unnecessary paperwork and makes the whole process more efficient, transparent, and convenient. It allows users to apply for registration, licences, pay fees, check application status, and more services online.

The portal connects over 1300 Road Transport Offices (RTOs) across the country by using the VAHAN portal for vehicle registration services and the SARATHI portal for driving licence (DL) services.

Registration Services

The portal provides a wide range of vehicle registration services related to RC, ownership details, and more. These services reduce the need to visit the RTO and simplify the updates or renewals.

Change Of Address

This service allows vehicle owners to update their residential address on the vehicle RC within 14 days of an address change. It is especially useful when you are relocating to a new city or state, ensuring that official records remain accurate and up to date. You must submit the RTO Form 33 along with all the required documents to get the address changed.

Diplomatic Vehicle

This option is specifically designed for vehicles used by diplomatic officials and embassies. It helps manage registration and compliance requirements under special government provisions applicable to diplomatic vehicles.

Duplicate RC

If your original registration certificate is lost, mutilated, torn, or stolen, you can apply for a duplicate RC online through the Parivahan portal. To apply for the same, you need Form 26 along with the PUCC, police report, insurance copy, etc.

HP Endorsement/Termination

This service is used to add or remove hypothecation details to your RC when a vehicle is purchased using a loan. It officially records the financier's interest in the vehicle until the loan is repaid. Once the vehicle loan is fully repaid, you can remove the hypothecation details from the RC. It confirms that the vehicle is no longer under any financial obligation.

Issue Of Duplicate Trade Certificate

Vehicle dealers can use this service to obtain a duplicate trade certificate if the original document is lost or damaged. You can apply for the same using Form 18 and pay the required fee to apply for the same.

No Objection Certificate

An NOC is required when you are selling your vehicle from one state to another. This service helps generate the certificate digitally, confirming that there are no pending dues or legal issues.

Permanent Registration

This service allows users to convert a temporary registration certificate into a permanent one. This is mandatory to legally operate a vehicle on public roads in India and can be done within 30 days of purchasing a new vehicle. You can do the same using Form 20 before the temporary registration expires, and confirm details such as hypothecation, registration number type, and HSRP/smart card requirements at the registered RTO.

Reassignment Of Registration Mark

In certain cases, users may need to reassign their vehicle registration number if a motor vehicle has been relocated to a different state (other than the one where it was registered), for a period exceeding twelve months. It is important to apply using Form 27, as it will help you get a registration number for your vehicle in the new state.

Registration Display

This ensures that your vehicle complies with the rules to correctly displaying registration numbers. It helps avoid penalties due to improper number plate formats. It ensures that the vehicle is registered and has an HSRP number plate.

Renewal Of RC

Vehicle owners can also renew their registration certificate after its validity expires. This is particularly important for older vehicles to ensure continued legal usage.

Temporary Registration

Addition Of Class

This service allows users to add a new vehicle category, such as a motorcycle, motor vehicle, or commercial vehicle, to their existing driving licence after passing the required test.

Duplicate Licence

You can apply for a duplicate driving licence can be applied online if the original licence is lost, damaged, defaced, or if the photograph needs replacement. Users need to submit Form 2, provide the original or photocopy of the licence (if available), and pay the applicable fees and user charges.

International Driving Permit (IDP)

This service enables users to apply for an International Driving Permit using Form 4A, which allows them to drive vehicles legally in foreign countries. To get an IDP you also need to submit copies of your passport, visa and air tickets.

Learner's License

Users can apply for a learner's licence online by submitting the required details and documents. It is the first step before obtaining a permanent driving licence. You need to submit the application form, pay the fee, and appear for the online test to get your learners issued. There is generally no need to visit the RTO for the same.

Permanent License

Anyone who wants to drive in India, must have a valid driving licence. This is only issued after successfully passing the driving test. You can easily fill the form online, pay the fee, and schedule an appointment to appear for the test.

Licence Renewal

A driving licence is usually issued for 20 years or until the owner is 40 years old (50 years in some states). This service is used to renew must be renewed after a certain period. This service allows users to renew their licence easily without unnecessary delays.
