Here is a simple timeline of what has happened so far:

  • January 16, 2025 - The Union Cabinet, led by PM Narendra Modi, agreed to set up the 8th Pay Commission. The chairperson and members were to be named later.

  • October 28, 2025 - The Cabinet approved the Terms of Reference. Justice Ranjana Prakash Desai was named chairperson. About 50 lakh employees and 69 lakh pensioners are expected to benefit. State governments may also be affected.

  • November 3, 2025 - The government officially set up the 8th Pay Commission through a notification.

  • January 2026 - Separate from the 8th Pay Commission's own work, the Cabinet raised Dearness Allowance (DA) by 2%. DA went from 58% to 60% of basic pay/pension, using the old 7th Pay Commission rules.

  • February 25, 2026 - The commission held talks with employee unions and pensioner groups. One big demand was to bring back the Old Pension Scheme (OPS). No decision has been made on this yet. The government's current option is still the Unified Pension Scheme.

  • Through mid-2026 - The commission has been meeting people in different cities and collecting staff data through an online portal. This includes data on contract and outsourced workers. The last date to submit this data was pushed to July 31, 2026.

  • Ongoing - Employee groups, like the National Council-Joint Consultative Machinery (NC-JCM), have asked for a higher fitment factor and higher minimum pay. But the commission has still not fixed the fitment factor, pay matrix, allowances, or pension rules.

Because the data collection has taken longer than planned, some experts now think the final report may come later in 2026. Even so, most people still expect the new pay rules to apply from January 1, 2026, with back payment (arrears), just like in the past.

Life Insurer Details

8th Pay Commission Fitment Factor

The fitment factor is a simple number used to turn your old basic pay into your new basic pay. It is the same for everyone, no matter their pay level. It applies only to basic pay, not directly to HRA, TA, or DA. Those are worked out later, as a percentage of the new basic pay.

Formula: New Basic Pay = Old (7th CPC) Basic Pay x Fitment Factor

For comparison: the 6th Pay Commission used a fitment factor of 1.86. The 7th Pay Commission used 2.57. Each new pay commission tends to use a bigger number, partly to fold in the DA that had built up over time.

For the 8th Pay Commission, there is no official number yet. Different reports and employee group proposals suggest numbers roughly between 1.83x and 3.0x, and some union demands go as high as 3.83x. None of these numbers are confirmed until the commission finishes its report and the Cabinet approves it.

8th Pay Commission Pay Matrix

The pay matrix is a table. It shows pay levels and how pay grows within each level. The 7th Pay Commission introduced this table to replace the older Pay Band and Grade Pay system. The 8th Pay Commission is expected to keep this same style of table, just with new numbers.

Here are some unofficial guesses about how starting pay might change:

*These are rough ranges from different unofficial guesses, not the real pay matrix. We will only know the actual numbers once the government approves and announces the final report.

8th Pay Commission Salary Slab

Under the 7th Pay Commission, the lowest basic pay is Rs 18,000/month. The highest (for the Cabinet Secretary) is Rs 2,50,000/month. Based on the fitment factor estimates floating around, the lowest pay under the 8th Pay Commission might rise to somewhere between Rs 41,000 and Rs 56,900 per month. But this all depends on which fitment factor the government finally picks.

Once the fitment factor is official, every pay level will be recalculated using the same number, just like the 7th CPC did when it replaced the old pay band system.

8th Pay Commission Salary Calculator: How It Works

An 8th pay commission salary calculator is a simple tool. It takes a guessed fitment factor, applies it to your current basic pay, and then works out your other allowances. This gives you a rough idea of your new salary.

Simple steps:

Step 1: Start with your current (7th CPC) basic pay.

Step 2: Apply the fitment factor: New Basic Pay = Current Basic Pay x Fitment Factor

Step 3: Work out Dearness Allowance (DA): DA is expected to go back to 0% on the new basic pay once the 8th CPC starts. It will then rise again over time, based on future inflation.

Step 4: Work out House Rent Allowance (HRA) and Travel Allowance (TA): these are usually a percentage of your new basic pay. The percentage depends on your city type (X/Y/Z).

Step 5: Add it all together: New Gross Salary = New Basic Pay + DA + HRA + TA + other allowances

Example (just for illustration, using a common guess of 2.86 as the fitment factor): If your current basic pay is Rs 18,000/month, your new basic pay would be Rs 18,000 x 2.86 = Rs 51,480/month. Allowances would be added on top once the official DA/HRA/TA rates are out.

8th Pay Commission Pension Calculator: How It Works

For pensioners, the method is the same as for employees:

New Basic Pension = Current (7th CPC) Basic Pension x Fitment Factor

This formula is expected to apply to all central government pensioners. This includes people who retired before the 7th Pay Commission. For them, the pension is first matched to the 7th CPC level, and then the 8th CPC fitment factor is applied on top of that.

Some reports say the lowest pension, currently Rs 9,000/month, could go up to somewhere between Rs 20,500 and Rs 25,740/month. Again, this is just a guess, not a confirmed number. Dearness Relief (DR) is expected to reset to zero on the new pension amount, and then start rising again based on future inflation, just like DA for working employees.

Pensioner groups have also asked for equal treatment between old and new retirees, and for faster pension payments. These are still just requests, not final decisions.

Dearness Allowance (DA) Merger: What to Expect

In the past, each new pay commission has folded the built-up DA into the new basic pay through the fitment factor. Then DA resets to 0% on this new base. By January 2026, DA under the old 7th CPC rules stood at 60%, after the latest 2% hike. This is separate from any 8th CPC change. Once the 8th Pay Commission's fitment factor is applied, this DA amount is expected to get absorbed into the new basic pay. After that, DA will start building up again from 0%, based on future inflation.

  • About 65-69 lakh pensioners

  • Indirectly, many state government employees too, since states usually follow the central pay commission's lead, though the timing can differ by state
