Why was the Hospitalisation Relief Scheme Introduced

Before the Hospitalisation Relief Scheme, most construction workers in Telangana faced severe financial vulnerability whenever an unexpected accident or illness led to hospitalisation. With no employer-provided sick leave or safety nets in the informal construction sector, taking time off to recover meant a complete loss of daily wages alongside rising medical expenses.

The Government of Telangana introduced the scheme to extend direct income protection to registered construction workers during periods of temporary disability or illness. The scheme provides fixed daily financial assistance during hospital stays of 5 consecutive days or more. While government health insurance schemes like Ayushman Bharat Yojana, CGHS, and PMASBY cover inpatient medical expenses, they do not compensate for lost daily earnings. The Hospitalisation Relief Scheme fills this gap by providing direct financial assistance to protect workers' daily livelihoods while they recover.
