Arogya Mitras are trained by the National Health Authority (NHA) to assist PM-JAY beneficiaries in the hospital to process the claim, eligibility verification and pre-authorisation.       Why Was the Arogya Mitra Programme Introduced

      Ayushman Bharat Yojana (PMJAY) has enabled cashless health insurance coverage of ₹5 lakh per family/year to the benefit of more than 55 crore beneficiaries. It's one thing to have a scheme, and it's another to have access to it. The process of verifying eligibility, getting documents, requesting pre-authorisations and submitting claims can be very overwhelming for a rural person working in the fields of Uttar Pradesh and admitted in a big city hospital.

      To fill this void, the Arogya Mitra programme has been initiated with a dedicated trained facilitator being placed at each empanelled hospital, eliminating all possibilities of the beneficiaries being turned down because of confusion or documentation issues.

      Arogya Mitras also provide assistance to beneficiaries to avail of complementary schemes. The patients of TB are referred to Nikshay Poshan Yojana for ₹1000/- monthly nutrition support in addition to hospitalisation. Pregnant women are encouraged to avail JSY benefits for institutional delivery and Surakshit Matritva Aashwasan Yojana (SUMAN) for free specialist antenatal care. Arogya Mitras help facilitate referrals to Rashtriya Arogya Nidhi (RAN) for further one-time financial assistance of up to ₹15 lakh at government super-specialty hospitals where treatment expenses are more than covered by the limits of PM-JAY.

      What Does an Arogya Mitra Do

      The Arogya Mitra performs facilitation tasks across three stages of a beneficiary's hospital visit:

      Who Can Become an Arogya Mitra

      The NHA has laid down parameters for recruitment of Arogya Mitra (NHA, AB PM-JAY guidelines):

      • 12th standard pass as the minimum educational qualification
      • Basic computer knowledge and operation of the PM-JAY TMS portal
      • Language ability in the state language in which deployed
      • Excellent communication abilities and willingness to work in a hospital setting
      • Giving preference to candidates from the local community to ensure good beneficiary connections.

      Arogya Mitras are recruited and deployed by empanelled hospitals, following the NHA guidelines and are given a structured training programme certified by NHA before deployment.

      The NHA offers a structured training programme on the following aspects:

      • The PM-JAY scheme for Ayushman Bharat is an overview of beneficiary entitlements.
      • Claims eligibility verification and claims submission in the TMS 2.0 portal.

      • Beneficiary rights and grievance redressal procedure.
      • Knowledge of communication skills and how to address beneficiary enquiries using local languages.

      Arogya Mitras are then trained and certified by NHA and are deployed in empanelled hospitals. They receive refresher training regularly to ensure they are aware of the changes in the scheme.

      Arogya Mitra and State Health Schemes

      Arogya Mitras are not only providing services to beneficiaries under PMJAY but are also providing services to beneficiaries under state level schemes that are currently operating concurrently with PM-JAY. In Andhra Pradesh, they provide access through Dr NTR Vaidya Seva Health Scheme. In Telangana, they support the Rajiv Aarogyasri scheme. In Tamilnadu, they act as health insurance agents for beneficiaries of the Chief Minister's Comprehensive Health Insurance Scheme (CMCHIS). They help families in the state of Odisha who are covered under Gopabandhu Jan Arogya Yojana (GJAY). Here in Assam, they are facilitating families who are availed under Atal Amrit Abhiyan. The children in institutional care with Mission Vatsalya who are availed of hospitalisation benefits at empanelled hospitals are also supported by Arogya Mitras at the hospital level.
