      Why Was Gambhir Bimari Sahayata Yojana Introduced

      Among the labourers in India, construction workers constitute one of the economically poorest and the labour class that work in hazardous conditions without structured medical health insurance schemes. Both Ayushman Bharat Yojana (PMJAY) and Chief Minister Jan Arogya Yojana have certain prerequisites which all construction workers may not be able to fulfill, and thereby remains a gap in insurance.

      If a construction worker from Uttar Pradesh suffers from a disease like cancer, needs a kidney transplant or undergoes brain surgery, then the expenditure on such treatments can drain away all their savings. The Gambhir Bimari Sahayata Yojana was launched with the specific objective of addressing this problem where they get full reimbursement of the expenses of such critical diseases treatment without any ceiling, in any government or empaneled hospital.

      The TB patients from the beneficiary population receive nutrition through Nikshay Poshan Yojana worth ₹1,000 per month along with hospitalization which can be claimed simultaneously. Construction worker females who are pregnant can also claim Janani Suraksha Yojana (JSY) for their institutional delivery. In cases where treatment expenses are too high, Rashtriya Arogya Nidhi (RAN) provides once-off assistance amounting to ₹15 lakh at government super specialty hospitals.

      Gambhir Bimari Sahayata Yojana Eligibility- Who Can Apply

      To qualify for the scheme:

      • Should be a registered worker in the BOCW Welfare Board of the UP Labour Department.
      • Should NOT be availed of benefits by Pradhan Mantri Jan Arogya Yojana (PMJAY) / Chief Minister Jan Arogya Yojana for the same treatment.
      • The following family members are covered- self, spouse, dependent parents, unmarried daughters and sons under 21 years.

      Who is NOT eligible: Workers who are not registered with the UP BOCW Welfare Board, workers who are receiving the benefits of PM-JAY or Chief Minister Jan Arogya Yojana for the same disease, and relatives not included in the eligible dependent categories mentioned above.

      How to Apply for Gambhir Bimari Sahayata Yojana

      Online Registration:

      1. Check eligibility and apply online through the official UP Labour Department webpage. Before filling out the online process, have your BOCW registration number and Aadhaar number on hand.

      Offline Registration:

      1. Go to the nearest Labour Office/ Tehsildar of concerned tehsil/ Block Development Officer (BDO) of concerned development block
      2. Gather the application form and accurately and complete it.
      3. Place all necessary documents in the proper format
      4. Return the form to the same office it was picked up.

      How to Check Gambhir Bimari Sahayata Yojana Status

      After submitting the application, the beneficiary can check the status of the application on the website portal of the UP Labour Department, which is available at uplabour.gov.in. By providing the BOCW registration number or application number, you will be able to check the status of your reimbursement claim. In case of any problem or delay, get in touch with the nearest Labour Office or the Grievance Redressal Officer of your district.

      Linking of PMJAY card and ABHA ID card by the beneficiary is advised. The ABHA card provides for a single health profile for all the records under Ayushman Bharat Digital Mission.

      How the Reimbursement Process Works

      • The eligible registered worker or the family member makes his/her way to the government hospital, independent hospital, or to the SACHIS/PM-JAY panel hospital.
      • For any scheduled procedure, send an estimate from the hospital to the Labor Department for getting the advance payment before starting the treatment.
      • Keep all the original bills, prescriptions, and medical reports throughout the whole treatment period.
      • After completion of the treatment, apply for the reimbursement in the nearest Labor Office, Tehsildar's or BDO's office with all the documents.
      • The UP BOCW Welfare Board then processes the reimbursement and sends it directly to the beneficiary's bank account.

      Gambhir Bimari Sahayata Yojana and Other State Schemes

      Those construction workers and their families who migrate from one state to another or those whose family members are not included in this scheme may look out for similar schemes. Atal Amrit Abhiyan in Assam is a free medical treatment scheme available for BPL and APL families for six diseases of very high cost. In Odisha, Gopabandhu Jan Arogya Yojana (GJAY) allows an amount of ₹6 lakh for urban families. The Chief Minister's Comprehensive Health Insurance Scheme (CMCHIS) of Tamil Nadu gives financial assistance to poor families worth up to ₹5 lakh. In Maharashtra, there is Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY), and in West Bengal, there is Swasthya Sathi Scheme which are cashless schemes at the state level.
