In order to address this issue, the Mukhya Mantri Rogi Kalyan Kosh (MMRK) scheme was implemented in Arunachal Pradesh to meet critical gaps in tertiary healthcare provision and prevent economically vulnerable communities from the burden of healthcare costs through out-of-pocket payments.

Key Highlights: Mukhya Mantri Rogi Kalyan Kosh

Who is Eligible for Mukhya Mantri Rogi Kalyan Kosh

      • Public Health Institutions Supported: The allocation is made directly to the District Hospitals, CHCs, and PHCs within the district.
      • Governance at the District Level: The District health societies manage and allocate the amount according to the needs of healthcare and hospital maintenance in the locality.
      • Benefits to the Community: The local communities, especially villagers and those living far away from the city, benefit from more stocked pharmacy units, functional medical facilities, free emergency diagnostics, and health camps.

Who is not Eligible for Mukhya Mantri Rogi Kalyan Kosh

      • Private Medical Institutions: Private hospitals and stand-alone medical centres do not qualify for allocation of the money since the plan is aimed at providing financial assistance to government healthcare facilities.
      • Individual Medical Bills Reimbursement: Individual patients applying for payment for their private medical bills cannot access any funding through MMRKK. Individuals who need to have cashless medical treatment may seek assistance from individual insurance schemes such as CMAAY or AB-PMJAY.
      • Healthcare Centres Out of State: Healthcare facilities which are situated out of the state of Arunachal Pradesh do not qualify under the program, since MMRKK is purely a state-level institutional funding scheme.

What Mukhya Mantri Rogi Kalyan Kosh Covers

      • Medicines & Medical Materials: Arrangement of necessary medicines, medical materials and equipment for the District Hospitals, CHCs and PHCs.
      • Hospital Maintenance & Renovation: Maintaining and carrying out maintenance work for public hospitals in districts.
      • Medical Camps: Conducting camps for medical assistance in rural and far-flung places to provide free health checks, diagnostics and awareness.
      • Quality Certification & Upgradation: Supporting projects aimed at quality certification and upgradation of public health facilities to national health standards (NQAS certification, for instance).
      • Discretionary Assistance: A flexible fund allocated by the District Health Society (DHS) and the Deputy Commissioner of Districts to help the poor in meeting emergencies relating to out-of-pocket expenditure.

What Mukhya Mantri Rogi Kalyan Kosh does not Cover

      • Individual Patient Bills: There is no provision for any form of reimbursement from the corpus for individual patient claims.
      • Treatment Outside State Boundaries: Since MMRKK is an institutional grant on a state level, it cannot extend to facilities beyond the state of Arunachal Pradesh.

How to Apply for Mukhya Mantri Rogi Kalyan Kosh

      Step 1: State Budget Allocation

The state government annually budgets funds towards public health facilities (for example, ₹30 crore budgeted for 2019-20 and 2020-21, and ₹10 crore budgeted for 2023-24).

      Step 2: District Level Distribution

District health societies get their share and use it accordingly (example, on procurement of necessary medicines, repair of machines, recruitment of temporary staff, or health camp costs).

      Step 3: Local Announcements

The health camps, health services, and improvements of the health facilities are announced locally by the district administration and public health facilities (not on an online platform).

Step 4: How Citizens Can Utilize It

To access the benefits of the scheme, the citizens need to keep checking local announcements regarding health camps organised by their district administrations and utilise the nearest public health facility (District Hospital, CHC, or PHC).
