      Why Was Gopabandhu Jan Arogya Yojana (GJAY) Introduced

      Odisha is home to vast populations residing in the tribal regions, coastal zones, and remote blocks. They often have to travel far for even the most basic, quality specialist treatment and for whom such care would be unaffordable if there were even partial charges or premium to be paid. Previous indications of the very real nature indicate how important the scheme is as the treatment cost amounted to Rs 10,056 crore and managed over 47.52 lakh hospital admissions.

      When the new government took over in 2024 it did not throw out the original scheme, instead leveraged BSKY as a bedrock and significantly increased coverage limits, included a specific women component, linked up to Ayushman Bharat to achieve seamless cash-free treatment across the nation. It also ensured that GJAY had an allocation of Rs 3,056 crore for 2024. One of the primary reasons for the incidence of poverty in rural Odisha continues to be out-of-pocket spending on healthcare and the GJAY addresses the very core of that problem.

      Gopabandhu Jan Arogya Yojana Eligibility - Who Can Apply

      GJAY is targeted at economically weaker families in Odisha as a whole. If you meet one of the following criteria, you may qualify:

      • You have settled in Odisha for an indefinite period.
      • You are the ration card holder of your family and they are covered under the National Food Security Act (NFSA) or the State Food Security Scheme (SFSA). Simply put, ration card holders have direct access.
      • You were an existing BSKY smart card holder then no fresh enrolment is needed

      Limits of liability as per the residence:

      • Families in the rural areas and earning up to ₹5 lakh per family per year.
      • The households in urban areas with an annual income of less than ₹6,00,000/family are considered as urban poor families.
      • Women members (extra ₹5 lakh on top of the family limit)

      There is no age restriction. The family floater card is valid for all family members, from an infant to an elderly grandparent.

      Who is not covered: The following families or residents of other states that are not in the NFSA, SFSA or GJAY beneficiary database are not covered:

      How to Apply for Gopabandhu Jan Arogya Yojana (GJAY)

      The majority of the current BSKY cardholders are already registered. In case of fresh applicants then there are three ways to apply:

      Offline, at Mo Seva Kendra or BDO Office:

      • Go to the nearest Mo Seva Kendra/Block Development Office
      • Bring your NFSA/SFSA ration card, Aadhaar card and a fresh photo.
      • The enrolment officer checks your documents and takes biometrics.
      • A GJAY Smart Card will be issued on the day or within a few working days.

      Gopabandhu Jan Arogya Yojana Apply Online:

      • Go to the official website
      • Verify your eligibility by Aadhaar number or Ration card number.
      • Fill out the online enrolment form, upload documents
      • Track your application and download the card once approved

      At an Empanelled Hospital:

      Go to the Swasthya Mitra help desk at any empanelled hospital. They can check eligibility at check-in and help those without experience enroll.

      2. Click on "Beneficiary Search" or "Card Status"
      3. Provide Aadhaar No/Ration Card No:
      4. Verify via OTP
      5. See and download your status in real time.

      What Does Gopabandhu Jan Arogya Yojana (GJAY) Cover?

      With a broad, useful and health-focused coverage, GJAY is there to help:

      • Transportation to empanelled hospitals for cashless hospitalisation for 2000+ listed procedures.
      • Cancer treatment, heart surgery, kidney dialysis, orthopaedics and other surgeries like cataract surgery, organ transplant, obstetrics.
      • No waiting period for pre-existing diseases - covered from Day 1.
      • Free treatment at all Government health facilities in Odisha irrespective of the GJAY card status.
      • From April 2025, the Ayushman Bharat cardholders will be able to avail cashless treatment at any Ayushman Bharat empanelled hospital in India, which is the hallmark of any national portability.

      Real claims since launch include 7.34 lakh cataract surgeries, 5.19 lakh dialysis cases, 2.88 lakh cancer claims, 3.98 lakh obstetrics cases and 414 organ transplant cases – all these are real people who have been treated, not estimates.

      GJAY also collaborates with other central schemes. Women admitted in hospital for delivery may also avail of Janani Suraksha Yojana (JSY) and Pradhan Mantri Matru Vandana Yojana (PMMVY). Persons suffering from TB can receive Nikshay Poshan Ration worth ₹1,000/month simultaneously. Up to ₹15 lakh can be provided extra in government super speciality hospitals through Rashtriya Arogya Nidhi (RAN) where the cost of treatment is more than the limit of GJAY.

      Exclusions: OPD consultation without hospitalisation, cosmetic and elective surgeries not in the list, and treatment with non-empanelled private hospitals.

      How the Claim Process Works

      GJAY is completely cashless as no payment is to be made at an empanelled hospital for covered treatment.

      • Go to any government / private hospital empanelled with GJAY and present your GJAY Smart Card and Aadhaar.
      • Bring up Swasthya Mitra help desk for verification
      • The hospital makes a pre-authorisation request via an online application for planned procedures.
      • In an emergency, treatment is commenced promptly and pre-authorisation is done afterwards
      • The Hospital directly deals with the State Health Assurance Society (SHAS) for settling the bill

      Please lodge any complaints about any empanelled hospital that refuses cashless treatment or requires out-of-pocket payment as soon as it occurs on the helpline. Once an approved treatment is found, there should never be a need to pay for it.
