Aarogyasri, a flagship health insurance scheme, was started by the Government of Andhra Pradesh under the leadership of the Chief Minister Dr. Y. S. Rajasekhara Reddy in 2007. It provides door to door cashless medical treatment to the families below the poverty line (BPL) and to those whose income is low but who have diagnosed diseases and require Secondary and Tertiary Care. It was introduced as the Aarogyasri Scheme and enhanced & renamed as Dr YSR Aarogyasri in January 2020. It is a Public-Private Partnership (PPP) and run by the Dr. YSR Aarogyasri Health Care Trust with the Chief Minister as chairman and a PWD cadre officer as the CEO.

      Why Was Aarogyasri Needed?

      A farmer in Guntur gets diagnosed with cancer. The surgery alone costs more than his family's earnings for the next three years. He skips the treatment. The disease progresses. This is not one man's story, but it was the reality for millions of BPL families across Andhra Pradesh and Telangana before 2007.

      Government hospitals were accessible. But complex surgeries, cancer treatment, cardiac procedures, and neurological care, all these required specialist intervention at private hospitals that most families simply could not afford. The gap between need and access was enormous. Aarogyasri was built to close it. Today, over 2.84 crore beneficiaries are enrolled under the scheme. Claims are settled with empanelled hospitals within 7 days of confirmation. That is the kind of commitment that changes lives.

      Eligibility

      Aarogyasri is specifically designed for economically vulnerable families. To be eligible:

      • Must be a permanent resident of Andhra Pradesh (for the AP scheme).
      • Must hold a white ration card, which is typically issued to BPL families.
      • Annual family income must be below ₹5 lakh.
      • Must not own more than 35 acres of agricultural land (wet and dry combined).
      • Must not own more than one vehicle.
      • If residing in a town or city, the house should be under 3,000 sq. ft., and the family must be in the municipal property tax-paying category.
      • Families filing income tax returns of up to ₹5 lakh annually are eligible.
      • Private sector employees, part-time workers, contractual and outsourced employees, sanitation workers, and honorary remuneration employees in government are eligible.
      • Members of Antodaya Anna Yojana are also covered.

      The definition of family under the scheme includes the head of the family, legal spouse, dependent children, and dependent parents.

      Registration Process

      Enrollment can be done both online and offline.

      Online Registration (Andhra Pradesh):

      • Visit the official YSR Navasakam portal or the Gram Ward Sachivalayam portal.
      • Select the Aarogyasri enrollment option.
      • Fill in personal and family details accurately.
      • Upload the required documents.
      • Submit and wait for verification. A unique registration number and login details are assigned upon approval.

      Offline Registration:

      • Visit the nearest government hospital, Primary Health Centre (PHC), or an official Aarogyasri enrollment kiosk
      • Submit the filled application form with supporting documents.
      • The kiosk operator verifies your documents and captures biometric details, basically the photograph and fingerprint.
      • A YSR Health Card is issued after successful verification.

      Health camps are also conducted periodically at the district level, where eligible families can enrol and receive free outpatient consultations and screenings.

      Benefits and Coverage

      This is where Aarogyasri genuinely stands apart. The coverage is not limited to basic hospitalisation but it is comprehensive, specialist-led, and covers conditions that most private insurers refuse to touch.

      • Cashless coverage of ₹5 lakh per family per year for identified diseases provided on a floater basis.
      • Inpatient treatment for all listed diseases at empanelled government and private hospitals is generally fully cashless from day one.
      • Cashless outpatient care at health fairs and network hospitals.
      • Pre-existing disease coverage from day one, including no waiting period, no exclusions for prior conditions.
      • Over 3,000+ medical procedures and treatments across 30 categories, including cardiac care, oncology, neurosurgery, orthopaedics, nephrology, and burns.
      • Follow-up treatment coverage, where post-hospitalisation care is included, which most private policies do not cover.
      • Transport and food expenses for the patient are covered under the scheme.
      • Cashless treatment for 10 days after discharge for general treatments; up to 30 days after discharge for therapy-based treatments.
      • Free screening and outpatient consultation at health camps and network hospitals.
      • The entire premium is paid by the state government, with zero cost to the beneficiary.

      Pregnant women under Aarogyasri for maternity hospitalisation may also avail Janani Suraksha Yojana (JSY) cash incentives for institutional deliveries and Pradhan Mantri Matru Vandana Yojana (PMMVY) cash support to the mothers. Antenatal and delivery services also complement the assured services outlined in Surakshit Matritva Aashwasan Yojana (SUMAN), which includes providing free specialist care and treating women with dignity and respect in government facilities.

      Hospitalisation and nutrition are two different benefit streams, and TB patients who have availed hospitalisation benefit under Aarogyasri can also avail themselves of the benefit of Nikshay Poshan Yojana, a nutrition benefit of ₹1,000 per month. For families facing life-threatening situations where the amount of ₹5 lakh offered under Aarogyasri is not sufficient, Rashtriya Arogya Nidhi (RAN) offers them extra one-time financial aid of ₹15 lakh in government super-specialty hospitals.

      What is NOT covered:

      • Knee replacement surgeries, bone marrow treatments, cardiac support devices
      • Heart and liver transplant procedures
      • Infectious diseases such as jaundice, malaria, tuberculosis, HIV/AIDS, and gastroenteritis
      • Conditions like leprosy and filaria
      • Cosmetic procedures and treatments not in the approved list
      • Reimbursement claims, Aarogyasri is strictly cashless at empanelled hospitals only.

      Documents Required

      Keep the following ready before visiting an enrollment centre:

      • White ration card- primary eligibility document
      • Aadhaar card- for identity proof and biometric verification
      • Income certificate- issued by the Village Administrative Officer or Revenue Authorities
      • BPL certificate- as proof of economic status
      • Address proof- any government-issued document confirming residency in AP
      • Recent photograph of the applicant

      Card Download Process

      Once enrolled, the YSR Health Card can be accessed digitally:

      • Visit the official portal at ysraarogyasri.ap.gov.in
      • Log in using your registered credentials or unique registration number.
      • Navigate to the "Download Health Card" section.
      • Enter your member ID or registered details.
      • Download and save your e-card.

      The card can also be accessed through the Aarogyasri App, available on the Google Play Store. Search for "Aarogyasri Trust" and install the app to manage your card, check empanelled hospitals, and track your claim status on the go.

      Claim Process

      Aarogyasri works entirely on a cashless model at empanelled hospitals. There is no reimbursement option, and treatment must be taken at a network hospital for the scheme to apply.

      • Visit any empanelled hospital with your YSR Health Card.
      • Show the card to the Vaidya Mitra, the dedicated scheme facilitator at the hospital, for verification. If the card is misplaced, the card number is sufficient for identification.
      • The hospital obtains pre-authorisation from the Aarogyasri Trust for surgical and specialist treatments before proceeding.
      • Treatment begins on an entirely cashless basis; all bills are settled directly between the hospital and the Trust.
      • Post-discharge, the e-health record is updated on the portal.
      • Claims are settled with the hospital within 7 days of confirmation from the Trust.

      The Aarogyasri portal is used throughout for gathering claim documents, notifying claims, reviewing documents, and settling payments. This digital end-to-end process reduces delays and ensures transparency.

      Special Provisions

      A few provisions that deserve specific attention:

      • Families with members with Autism, Cerebral Palsy, or Multiple Disabilities can explore the Niramaya Health Insurance Scheme for specialised disability-focused coverage that complements what Aarogyasri provides.
      • Children in institutional care under Mission Vatsalya who are AP residents can access Aarogyasri hospitalisation benefits at empanelled hospitals.
      • The Scheme for Adolescent Girls (SAG) at Anganwadi Centres can be linked to Aarogyasri coverage as they move towards maturity, as their families become eligible.
      • The residents of Tamil Nadu who want such kind of coverage at the state level can opt for the Chief Minister's Comprehensive Health Insurance Scheme (CMCHIS), which functions on parallel lines with coverage of up to ₹5 lakh per year for the poor.
