      What is Form 11?

      Form 11 is the licence required to establish a motor driving school in India. It authorises an individual or organisation to legally run a driving training institute. To obtain this licence, you must submit either Form 12 or Form 13 to the Regional Transport Office (RTO) that has jurisdiction over the area where you intend to establish the driving school.

      Once the application is received, the RTO reviews whether all rules and eligibility criteria for driving institutions are satisfied. If all conditions are met, it issues a licence in Form 11 within 90 days. This form provides key details about the driving school, including information about the establishment and the licence's validity period.

      Who is Eligible for a Driving School Licence in Form 11?

      The Central Motor Vehicles Rules, 1989, specify the eligibility requirements for those wishing to run driving schools in India. Below is a summary of the criteria.

      • The applicant and the school's instructors must be of good moral character and possess the appropriate qualifications to teach driving.
      • The applicant must own or rent suitable premises for operating the driving school, and it must have adequate infrastructure for lectures and demonstrations.
      • The proposed school or establishment must have sufficient financial resources to maintain itself.
      • The applicant should own and maintain at least one motor vehicle of each category for which instructions will be provided.
      • The vehicles used for training must be used exclusively for instructional purposes and, except for motorcycles, must be fitted with dual-control systems that allow the instructor to control or stop the vehicle.
      • The applicant must to maintain the necessary apparatus, such as blackboards, charts, driving manuals, and other instructional materials, to ensure effective training.

      What Details are Included in Form 11?

      • Licence number assigned by the licencing authority.
      • Types of motor vehicles for which driving instruction is permitted, such as motorcycles, invalid carriages, light motor vehicles, medium goods vehicles, medium passenger motor vehicles, and other specified categories.

      • Name of the driving school and the address of the school premises.
      • Validity period of the licence, i.e. the date from which it is effective and the date until which it remains valid.
      • The signature of the licencing authority.
      • The date on which the licence is issued.

      How to Apply for Form 11 to Get a Driving School Licence?

      Follow the steps listed below to obtain a licence or Form 11:

      • Step 1: Go to the Parivahan Sewa homepage. In the downloads section, you can download the application form. Use the RTO Form 12 to submit an application for a new licence and Form 13 to renew an existing one.
      • Step 2: Fill in the application form. Provide information regarding the proposed driving school, including details about its premises, vehicles, instructors, and any other necessary specifics.
      • Step 3: Attach all necessary supporting documents and submit the completed form to the RTO. Pay the application fee.
      • Step 4: The RTO will evaluate your application, verify the submitted documents, and determine if you meet the necessary requirements, such as infrastructure, vehicles, and staff qualifications.
      • Step 5: If all requirements are met, the RTO will issue or renew your Form 11 in 90 days.

      The Form 11 remains valid for five years from the date of issue. It can be renewed by submitting an application in the RTO Form 13 to the same licencing authority at least sixty days before its expiry. The continued validity of the licence is also subject to meeting the criteria prescribed by the State Government. The licencing authority, or any authority specified by the State Government, may inspect the driving school periodically to ensure compliance with the prescribed conditions.

      • Violation of other provisions under Rule 27, such as maintaining an annual register in Form 14, conducting training as per the approved syllabus, or issuing a certificate in Form 5 to students who complete the course.
