Form 17 – Form of Trade Certificate

Form 17 is the official trade certificate issued to motor vehicle dealers, manufacturers, or authorised trade agencies in India upon approval of their trade certificate application. Under Rule 35(1) of the Central Motor Vehicles Rules, 1989, a trade certificate allows vehicle dealers to use unregistered vehicles for business purposes under regulated conditions. It is mandatory to print and carry the certificate in the vehicle after encasing it in a weather-proof holder.

      What is Form 17?

Form 17 is the government-prescribed trade certificate provided by the Regional Transport Office (RTO) to eligible dealers or manufacturers. It serves as proof of authorisation, allowing dealers to use unregistered motor vehicles on public roads for trade purposes such as testing, demonstration, repair, exhibitions, or delivery. Without Form 17, these vehicles would require standard registration before use. A trade certificate issued via Form 17 is an important compliance document for businesses involved in automobile trading under the Central Motor Vehicle Rules (CMVR), 1989.

Who is Eligible to Receive Form 17?

Form 17 is issued to the following categories after a successful application (usually Form 16):

      Motor vehicle dealers.

Automobile manufacturers who require trade usage.

      Authorised vehicle repairers/trade agencies.

Vehicle test agencies recognised under CMVR, 1989.

The issuing authority reviews the application and, if satisfied, issues Form 17 with a unique trade certificate number and vehicle class details.

You will get your Form 17 (trade certificate) after submitting Form 16 and paying the required fee. After your submission, the RTO will conduct the following process to issue your trade certificate:

      Review your application and documents.

Assign a trade registration mark and number.

Issue Form 17 with expiry date and vehicle classes.

You can download your trade certificate from the Parivahan Sewa website or collect it from your RTO. You need to carry this certificate in your vehicle in a weather-proof metal folder after printing it as per the specific format.

      Validity of Form 17

The trade certificate issued via Form 17 is usually valid for 5 years from the date of issue or renewal, depending on the state's implementation of the Central Motor Vehicles Rules (CMVR). The holder must renew the certificate before expiry to continue trade activities legally.

      Importance of Form 17

Form 17 is crucial for motor vehicle dealers because of the following reasons:

It legalises the use of unregistered vehicles for trade purposes.

Helps dealers avoid penalties for unregistered movement.

Makes vehicle movement for demonstration or testing lawful.

Why an RTO may Refuse to Issue Form 17?

If the information mentioned in the application form is inaccurate or incomplete.

If the place of business is considered to be unsuitable for conducting relevant vehicle operations.
