Form 33 is used to notify the registering authority or the RTO regarding any change in the residential address of the owner. What is Form 33?

Form 33 must be submitted to the registering authority to intimate any address change in the Registration Certificate (RC) and office records. It is divided into three parts, including the applicant details, consent of the financier (if applicable), and office endorsement.

You need to submit three copies of Form 33 in case of a vehicle held under an agreement of hire-purchase/lease/hypothecation. First copy is the intimation itself, another two endorsed copies are to be submitted to the financier and to the registering authority (in whose jurisdiction the vehicle is being moved).

What Details are Included in Form 33?

Some of the key details included in Form 33 are as follows:

      • The Addressee: The registering authority or RTO where your vehicle is currently registered.
      • Applicant Details: Name, full address (in accordance with your RC), mobile number, signature, and complete new address (changed) with the date of relocation.
      • Financier Details (if applicable): Name, complete address, and signature.
      • Motor Vehicle Number: Registration number of your motor vehicle.
      • Office Endorsement: Reference number, officer's designation/name, signature, and address of the financier and registering authority where the vehicle is to be registered.

      • Step 1: Address the form to the registering authority.
      • Step 2: Fill out the details required about the applicant, vehicle, and financier, along with thumb impressions or signatures wherever required.
      • Step 3: Attach the supporting documents.
      • Step 4: Submit the form with the required documents and applicable fee (if any).

      Documents Required with Form 33

Some of the documents required with Form 33 for a smooth application process are:

      • Identity Proof (Voter's ID card, passport, Aadhaar card, ration card, or PAN card)
      • Old and New Address Proof (Passport, electricity bill, voter ID card, telephone bill, Aadhaar card, or ration card)
      • Registration Certificate (RC)
      • Valid insurance certificate
      • No Objection Certificate (NOC) from financier (if applicable)

      Importance of Form 33

Form 33 is important for maintaining updated vehicle records and legal compliance after you move to another place. The following are the reasons for ensuring the timely submission of Form 33 to the registering authority:

      • Legal Compliance: According to Section 49 of the Motor Vehicles Act, 1988, it is legally imperative to notify the change in address to the RTO within 30 days.
      • Accurate Communication: It helps ensure that all communication, including e-challans, tax notices, and renewal notices, reaches you at your new address.
      • Insurance Validity: In the event of a claim, insurance companies may reject your claim if the address on your RC does not match your actual place of residence.
      • Seamless Resale: Having an updated RC makes it much easier to transfer ownership or sell the vehicle in the future, as it prevents discrepancies during record verification.

Common Reasons for Form 33 Rejection

The RTO would reject your request to change your address through Form 33 on the following grounds:

      • Invalid Address Proof: If you provide invalid address proof documents.
      • Missing Financier's Consent: If you have hypothecated your vehicle (that is, you have a loan on your vehicle), then not obtaining the financier's signature on Form 33 is a common reason for rejection of your request to change your address.
      • Mismatch of Data: Any mismatch between the details given on Form 33 and the details already on record with the RTO.
      • Expired Mandatory Documents: If your insurance policy or other supporting documents have expired, then the RTO will not entertain your request for an address change.
      • Incorrect Jurisdiction: Filing the form with an RTO that does not cover your new residential area without obtaining the necessary NOC from the previous RTO (if moving between states/zones).

      Frequently Asked Questions (FAQs)

RTO Form 33 is used to notify the registering authority of a shift in residential address.
