      Form 32 is used for the transfer of ownership of a motor vehicle sold through a public auction. The main distinction between a sale and an auction is that in an auction, a third party is involved in the sale. This form is a formal request by the buyer to get the vehicle records updated at the Regional Transport Office (RTO). According to the Central Motor Vehicles Rules, 1989, this form is mandatory to transfer the vehicle ownership from the previous owner to the auction winner.

      • The Addressee: The details of the Registering Authority (RTO) where the vehicle is to be registered in the name of the new owner.
      • Purchaser Details: The full name, father's/husband's name, mobile number, signature, and permanent address of the purchaser of the vehicle in the auction.
      • Vehicle Specifications: Full details pertaining to the vehicle number, chassis number, engine number (or motor number for EVs), make, model, and type of vehicle being purchased.
      • Nominee Details: Name of the nominee and their relationship with the new vehicle owner.
      • Other Details: The form also contains the date of application and the signature of the applicant.

      How to Download Form 32?

      Follow these simple steps to obtain an official copy of RTO Form 32 from Parivahan Sewa:

      • Step 1: Navigate to the official Parivahan Sewa website.
      • Step 2: Hover over the 'Informational Services' tab on the main menu.
      • Step 3: Select 'Downloadable Forms' from the drop-down list.
      • Step 4: Locate and click on 'Form 32' to download and save the PDF file to your device.

      How to Fill Out Form 32?

      You can follow these steps to fill out Form 32:

      • Step 1: Enter the name of the RTO office in the required field.
      • Step 2: Fill in the details about the vehicle purchased, the applicant, and the nominee, along with a signature/thumb impression at the bottom.
      • Step 3: Attach the required supporting documents to the application form.
      • Step 4: Submit the completed form and the prescribed fee to the RTO for further processing.

      • Legal Title Clearance: Form 32 allows the RTO to remove the previous owner's name from the vehicle records when the asset was seized or auctioned off by a Government body or a bank.
      • Registration Validity: This allows the new owner to update their vehicle Registration Certificate (RC), which makes the vehicle roadworthy under the new owner's name.
      • Exemption from Seller Consent: Since the sale is a forced sale due to the loan defaults or Government seizure, Form 32 allows the sale without requiring the previous owner's consent.
      • Financial Settlement: This form affirms that all previous financial liabilities are cleared as part of the auction sale.

      Common Reasons for Form 32 Rejection

      The application form for an auction-based transfer is usually checked thoroughly. There are possibilities that the application may be rejected for the following reasons:

      • Lack of Sale Authority Document Details: In case the documents provided for the auction do not bear a stamp or an official seal of the authority conducting the auction (Sale Order).
      • Mismatching of Chassis/Engine Numbers: In case the actual chassis number or engine number of the vehicle does not match with those provided in the documents of the auction or RTO records.
      • Lack of Documents: In case the documents provided along with a Form 32 are incomplete, invalid or do not match the records of the RTO.
      • Incorrect RTO Selected: If the application is submitted to an RTO other than the one where the vehicle is registered, unless a valid NOC has been provided.
