      As per Rule 31B of the Central Motor Vehicles Rules, 1989, driving centres must obtain accreditation (Form 11A) from the State Transport Authority or Regional Transport Office (RTO) to operate as accredited driving centres. Form 12A is the official application used to apply for this accreditation. It is submitted to the concerned RTO along with the required documents.

      Who Needs to Submit Form 12A?

      • DARPAN registration details (for NGOs)
      • Total area of land where the accredited centre is proposed to be set up

      • Details of encumbrances on the land
      • Whether the centre has at least two classrooms, an office space, simulators, demonstration items, driving tracks, a biometric attendance system, etc.
      • Registration number of each vehicle used for training
