Form 62, also referred to as the Preliminary Registration Certificate Form, is an official document issued by the RTO to Automated Testing Stations (ATS) in India. It is a certificate that formally permits the testing station to commence or continue vehicle fitness testing operations.
This certificate is granted after verifying that the testing station meets all the required standards and guidelines laid down under the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989.
Form 62 is issued by the Registering Authority, which is generally the Regional Transport Office (RTO) or the State Transport Department of the respective state. Before issuing the certificate, the Registering Authority verifies whether the ATS meet all the infrastructure, equipment, and compliance requirements. Only after successful verification is the certificate granted, allowing the station to legally carry out vehicle fitness testing.
RTO Form 62 includes the following details:

Here's why RTO Form 62 is important:
Some of the common reasons for non-issuance of Form 62 are as follows:
Any Automated Testing Station (ATS) that intends to legally operate and conduct vehicle fitness testing requires Form 62. It is a mandatory certification for Automated Testing Stations in India.
The validity period of Form 62 is mentioned in the certificate itself and must be renewed before its expiry date to ensure uninterrupted operations.
If Form 62 expires, the Automated Testing Station cannot legally conduct vehicle fitness testing or continue operations until the certificate has been successfully renewed.
