What is Form 13A?

Form 13A is an application to renew a driver training centre accreditation. According to Rule 31B of the Central Motor Vehicles Rules, 1989, accredited driving centres in India must apply for renewal of their accreditation (Form 11A) upon its expiry, suspension, revocation, or cancellation through Form 13A. Details of the existing licence, its revocation or cancellation, information about the driving centre, and information about the Government audits conducted must be included in this application form. A fee of ₹50,000 must be paid by the driving school when applying to renew its accreditation.

Who is Required to Submit Form 13A?

Every accredited driver training centre must submit Form 13A. The Form 11A is valid for five years at a time. The driving centres must submit a renewal application in Form 13A at least 60 days before the expiration date of their original accreditation. Before submitting the application, the centre must ensure it complies with the government's eligibility criteria. The eligibility requirements include having sufficient space, a sufficient number of registered and insured vehicles, qualified staff, the required apparatus such as simulators, and other requirements.

How to Submit Form 13A for Driving School Accreditation Renewal?

To apply for the renewal of a driver's training centre's accreditation using Form 13A, follow the instructions below:

• Step 1: Open the official Parivahan Sewa portal.
• Step 2: Go to the 'Informational Services' drop-down menu.
• Step 3: Choose the 'Downloadable Forms' option.
• Step 4: Search for 'Form 13A' in the list and download it as a PDF.
• Step 5: Fill out the form, attach the required documents, and submit it to the local RTO.

Importance of Form 13A

Here are the main reasons why submitting Form 13A is important for driver training centres:

• Mandatory Renewal of Accreditation: Driving centres are obligated to renew their accreditation every five years. Form 13A must be submitted before the existing accreditation period ends.
• Ensures Continued Compliance with Eligibility Criteria: The form helps authorities verify that the driver training centre continues to meet the required standards, including proper infrastructure, adequate space, qualified instructors, and necessary training facilities.
• Used for Re-evaluation After Suspension or Cancellation: If a centre's accreditation has been suspended or revoked, Form 13A is the means by which they can be re-evaluated. This form gives the relevant authorities the opportunity to review the initial reasons for the suspension or cancellation and determine whether the issues have been resolved.
• Allows Students to Continue Enjoying Test Exemption Benefits: Upon accreditation renewal, students trained at the centre remain eligible to skip the driving test required to obtain a driving licence.

Common Reasons for Form 13A Rejection

When the driving centre applies to renew its accreditation, the RTO determines whether it continues to meet all essential quality standards. Applications can get rejected for reasons such as:

• Not Meeting the Regulatory Criteria: If a driver training centre does not fulfil the Government's requirements, authorities won't accredit it. The reasons could be insufficient training vehicles, unsuitable infrastructure, inadequate land area, and the failure to appoint qualified instructors.
• Erroneous or Incomplete Applications: If the centre's Form 13A does not include all required details or contains incorrect information, it may be rejected by the RTO.
• Applying Without Proper Facilities: The application may be denied if the centre lacks basic amenities such as classrooms, driving tracks, simulators, internet access, or biometric systems required for training and assessment.
• Lack of Proper Documentation: If the required papers, such as proof of land ownership or lease, vehicle registration and insurance details, or the applicant's identity details, are not submitted, your application can be rejected.
