Driving schools in India must submit a licence renewal application with Form 13 in these circumstances:
Upon Expiry of Existing Licence: If the current licence issued by the RTO has expired, a renewal application must be submitted in Form 13.
Upon Suspension of Existing Licence: If the RTO suspends a driving school's licence for not complying with any condition under Rule 24 of the Central Motor Vehicles Rules, 1989, the school must submit an application for restoration using Form 13. Most of the conditions relate to having qualified staff, sufficient infrastructure and vehicles to conduct classes, sufficient financial resources to run the school, and teaching the prescribed syllabus.

Step 3: Choose the 'Downloadable Forms' option.
Step 4: Review the displayed list and find 'Form 13'. Download it in PDF.
Step 5: Fill the form, attach the required documents, and submit it to the appropriate RTO.
A driving school licence issued in Form 11 is generally valid for 5 years from the date of issue. Driving schools must apply for their renewal at least 60 days before the expiry date.
