Owners of goods transport vehicles must apply for this permit to transport goods from their home state to other states. Form 48 must be submitted to the Regional Transport Office (RTO), along with the other required documents, to receive a national permit.

      If this application is complete and compliant, a national permit is issued for a minimum of four states (including the home state). To be eligible for this permit, most goods vehicles must be less than 12 years old, and multi-axle vehicles must be less than 15 years old.
