As per Rule 86 of the Central Motor Vehicles Rules, 1989, Form 48 is the application for the grant of a national permit. Owners of goods transport vehicles must apply for this permit to transport goods from their home state to other states. Form 48 must be submitted to the Regional Transport Office (RTO), along with the other required documents, to receive a national permit.
