Form 28 is an official application form used in India to apply for a No Objection Certificate (NOC) for a motor vehicle. The document serves as essential proof that all vehicle taxes, challans, or fines have been settled, enabling the legal or jurisdictional transfer of vehicle ownership.
This form is primarily required for selling a vehicle or permanently relocating it to a different state or RTO. And, if the vehicle is under hire-purchase, lease, or hypothecation (vehicle loan), you must submit 4 copies of Form 28.

The details included in Form 28 are divided into three parts, as mentioned below:
This section contains information about the RTO from which the NOC is requested and the RTO that will conduct the vehicle re-registration process. It also contains personal information about the vehicle owner, vehicle buyer, and important vehicle details, such as registration number, engine number, and chassis number.
In this part, financiers must state whether they approve or refuse the NOC. The financier must provide the reason if consent is refused. This part is important when the vehicle is under a financial agreement, such as hire-purchase, lease, or hypothecation.
In this section, the Registering Authority either approves or rejects the NOC. If the NOC is refused, the reason for rejection is also stated.
The steps to download Form 28 are as follows:
Step 1: Visit the official Parivahan Sewa website.
Step 2: Hover over the 'Informational Services' tab in the navigation bar and click on 'Downloadable Forms'.
Step 3: On the next page, find and click on the 'Form 28' link to download it.

Step 1: At the top of the form, mention the name and address of the RTO from which the NOC is requested.
Step 2: Write the name of the RTO where the vehicle will be transferred or re-registered. If the vehicle is being sold, mention the name of the buyer and their state of residence.
Step 3: Provide the registered vehicle owner's complete name and address, along with the father's or husband's name and mobile number.
Step 4: Fill in the required vehicle details, including vehicle registration number, class/type of vehicle, original RTO that registered the vehicle, engine number, and chassis number.
Step 5: Mention the period of stay in the state and the date up to which the road tax has been paid.
Step 6: Answer a few declaration questions about theft cases, pending legal action, etc.
Step 7: If the vehicle is under hire-purchase, lease, or hypothecation, write the name and address of the financier.
Step 8: The owner must sign the form and add the date.
Step 9: In Part II, the financier must sign the form and mention whether they approve or refuse the NOC.
Step 10: Part III is completed by the RTO office, where the authority will approve or reject the NOC and add their signature and seal.
The No Objection Certificate (NOC) issued via Form 28 is valid for a maximum period of 6 months from the date of issuance. Within this period, the vehicle must be re-registered at the new RTO jurisdiction.

Form 28 can get rejected in the following scenarios:
If there are any outstanding taxes, traffic challans, or fines on the vehicle in the current RTO jurisdiction.
Consent from the financier is not provided in case the vehicle is under hire-purchase, lease, or hypothecation agreement.
If you have not attached all the required documents while submitting the NOC application.
If the signature on the form does not match the signature available in the RTO records.
If you have mentioned the incorrect engine or chassis number of the vehicle on the form.
If the application is submitted to the wrong RTO authority.
