      Form 11A is issued to eligible driver training centres in India to certify their accreditation under the Central Motor Vehicles Rules, 1989. Accredited driving schools issue a training completion certificate to their students in Form 5B. Such students are not required to appear for a separate driving test to obtain a driving licence. Driving schools can obtain this accreditation by submitting Form 12A, supporting documents, and paying a fee of ₹50,000. If the authority determines that the school is eligible, it will issue the accreditation in Form 11A, which remains valid for 5 years and must be renewed at least 60 days before it expires.

      Who is Eligible to Obtain an Accreditation Under Form 11A?

      Rule 31(B) of the Central Motor Vehicles Rules, 1989, specifies the eligibility criteria for accredited driving schools. Here is the eligibility criteria to apply for Form 11A:

      • The instructors must be qualified to teach driving. They must have passed Class 12th from a recognised board and have at least five years of driving experience. They must also have other specified certifications and skills.
      • The school's premises must be owned or leased under a valid agreement.
      • The school must have adequate space. The minimum requirement is 1 or 2 acres, depending on the types of vehicles.
      • The school must have at least two classrooms with the necessary teaching equipment, like computers, simulators, projectors, etc.
      • The premises must have different types of driving tracks for practice.
      • It must have adequate practice vehicles that are registered and insured.
      • Other requirements include having an attendance system, a building structure as specified in the rules, and a proper evaluation process.

      How to Obtain an Accreditation in Form 11A?

      • Step 2: Fill out the form with the required information and attach supporting documents.
      • Step 3: Submit the application and the documents to the designated authority. It will be processed within 60 days of receipt of the application.
      • Step 4: If approved, the Regional Transport Office (RTO) will issue the accreditation for your driver training centre in Form 11A.

      • Incomplete Information: If a driving centre submits an incomplete application (Form 12A), the authorities may decide not to accredit it. The owner's personal information, the details of the proposed driving school, and a description of the available facilities must be provided accurately.
      • Not Meeting the Specified Rules: If a centre does not meet the Government's requirements, it won't get accreditation. Some possible reasons include insufficient training vehicles, inadequate infrastructure, limited training space, failure to teach the required syllabus, and failure to hire qualified instructors.
      • Applying Without Proper Facilities: The application may be denied if the centre lacks basic amenities such as classrooms, driving tracks, simulators, internet access, or biometric systems required for training and assessment.
      • Improper or Missing Documentation: Failure to submit necessary documents such as proof of land ownership/lease, vehicle registration and insurance details, or identity details of the applicant can lead to rejection.

      Keep in mind that authorities cannot reject an application for accreditation without providing the driving centre with a sufficient opportunity to be heard.
