Obtaining a permanent registration certificate is mandatory for every vehicle to be driven in Mizoram. A vehicle owner needs to apply for a permanent RC in the nearest Mizoram RTO within 7 days of receiving the delivery of the vehicle. Here are the documents needed for the same:
Form 22 from the manufacturer
Valid insurance certificate
Original sales certificate in case of ex-army vehicle
Custom clearance certificate in case of imported vehicle
Form 34 (vehicle hypothecation)
PAN card copy or Form 60 and 61
Prescribed fees and taxes
Passport size photos
If you have obtained a temporary RC from the dealer, make sure to apply for a permanent RC before the expiry of temporary RC. If you are directly applying for a pemanent RC, you should apply within 7 days of taking the delivery of the vehicle. Follow the steps given below:
Fill up the application in Form 20
Fill up other forms that are Forms 21,22 and 34 (if hypothecated)
Submit these forms to the concerned RTO
Submit rest of the documents needed by the authority
Submit the prescribed fees and taxes if any
The validity of new vehicle registration is of 15 years after which it is required to renew the RC within 60 days of the expiry date. Here is how a vehicle owner can apply for renewal of RC in Mizoram RTO:
Fill up the renewal application in Form 25 and submit it to the RTO
Submit other documents required by the RTO
Pay the due taxes if any
Pay the appropriate fees as per CMV rules
After submission of required documents, the concerned authority will inspect the vehicle for its road-worthiness after which the RC will be renewed for next 5 years.
Following documents are required for the renewal of the registration certificate in Mizoram:
Proof of payment of road taxes
Certificate of insurance
Copy of PAN/ Form 60 and 61 as applicable
Chassis and Engine Pencil Print (may be required)
Vehicle should be present for inspection
When the owner of the vehicle dies, or the vehicle is sold in a public auction or under normal sale, the ownership of the vehicle is transferred under the name of the purchaser. Here are the documents required to transfer the ownership of the vehicle in the cases mentioned above:

Application in Form 31
Affidavit from another legal heir of the owner accepting the vehicle transfer
Legal heir certificate
Death certificate of the registered owner

Copy of order of the Government authorising the auction
NOC by the registering authority or
Receipt obtained from the registering authority or
Postal acknowledgement received from registering authority
