Under the motor vehicle rules, it is necessary to get your vehicle permanently registered in UP RTO. You will need the following documents for the same:
Sale Certificate in Form 21
Valid insurance certificate
Original Sale certificate
Proof of address
Roadworthiness certificate

For the continuous use of a motor vehicle, it is mandatory for a vehicle owner to renew a permanent RC in UP. The validity of an RC is 15 years after which it needs to be renewed within 60 days of its expiry. Here is how you can renew your registration certificate in Uttar Pradesh RTO:

Visit the official website of Parivahan Sewa
Click on "Vehicle Related Services" from the homepage
Now select the RTO state as Uttar Pradesh
Enter your vehicle registration number in the given form
Now click on the "Pay your Tax" option shown under the RC-related services
Make the road tax payment online
Download the payment receipts.
If a vehicle owner does not pay road tax, then he/she may be subject to penalties for such non-payment.
For non-payment of the said road tax, you will have to pay 4% of the due tax as a penalty to the Uttar Pradesh transport department. Moreover, if the lifetime road tax is not paid, the penalty will be 1/10th of the tax amount each year.
The termination of hypothecation from the RC can be made when the vehicle's loan has been repaid in full. Once the hypothecation is terminated, the owner gets the complete ownership rights of the vehicle.

Hypothecation endorsement refers to the inclusion of hypothecation in a vehicle registration certificate. Whether your vehicle is on hire-purchase, lease or hypothecated, it is essential that you get it included in your vehicle's RC.
The following are the documents required for hypothecation endorsement:

The charges of hypothecation endorsement in Uttar Pradesh are:

For the removal/cancellation of hypothecation, a fee of Rs. 100 is charged.
