Any motor vehicle purchased in Uttarakhand and driven in the state needs to be mandatorily registered under the UK RTO. A permanent RC can be availed from the concerned RTO within 7 days of the purchase of a vehicle. Here are the documents required for the same:
Form 20 (application form)
Form 21 (sales certificate)
Form 22 issued by the dealer
Proof of address
Valid insurance certificate
Passport size photographs
Custom clearance certificate alongwith the license and bond (imported vehicle)
Fees as per Rule 81

Follow the steps mentioned below to obtain a permanent RC in Uttarakhand:
Visit the nearest Uttarakhand RTO with all the documents
Submit the application forms to the registering authority of Uttarakhand
Submit the rest of the documents to the RTO
Pay the appropriate registration fees and taxes if any
The validity of a permanent RC is of 15 years after which it has to be renewed within 60 days of expiry. Here is how the RC of a vehicle can be renewed in Uttarakhand:
