Obtaining a permanent RC in Telangana is a mandatory procedure as per the Telangana Motor Vehicles rules. Every vehicle that is driven in the state, must register itself under the Telangana RTO. Following are the documents needed for the same:
Form 20
Form 21 (sales certificate)
Form 22 (road-worthiness certificate)
Valid insurance certificate
Address proof
Original sales certificate from the concerned Authorities in Form 21 in the case of ex-army Vehicle
Custom clearance certificate (imported vehicles)

Here are the steps to obtaining a permanent registration certificate in Telangana:
Fill up and submit Form 20 to the nearest RTO within 7 days of taking delivery
Submit the rest of the documents as required by the authority
Submit the prescribed fees and taxes to obtain a permanent registration number from the concerned RTO
The validity of a permanent registration certificate in Telangana is 15 years after which it has to be renewed every 5 years till the vehicle is found fit. Here are the steps to apply for renewal of RC in Telangana RTO:
Fill up the renewal application in Form 25 and submit it to the RTO
Submit the rest of the documents as required
Submit the prescribed renewal fees
The registering authority will then inspect the vehicle and once found fit, the RC will be renewed for 5 years. Also, make sure to apply for renewal 60 days before the expiry of the permanent RC.

Look for the “Online Services” dropdown from the homepage and click on the “Vehicle Related Services” option.
From the list of states, select “Telangana” as your state

The Telangana State RTO has also made it possible for vehicle owners to pay road tax online. Here is how to pay Telangana road tax online:
Visit the official website of Telangana Transport Department
From the homepage, select “Online Transactions” dropdown
From the dropdown, click on the “Tax Payment” option
Select which tax you wish to pay
On the next page, enter details like reg number, chassis number, tax type
Fill in vehicle owner details
Fill in previous tax details and click on Submit
Pay the tax amount and generate the payment receipt for future reference.
If a vehicle owner is driving in Telangana without paying the road tax, he/she will be required to pay the penalty alongwith the due road tax. The fine for non-payment of road tax in Telangana is equal to double the quarterly tax in addition to the road tax not paid.
If the vehicle is bought on hire purchase or hypothecated, such hypothecation needs to be recorded in the vehicle’s registration certificate. The documents required to endorse vehicle hypothecation in Telangana are:

When the EMI on vehicle hypothecation has been paid in full, you must make sure to get the hypothecation terminated in the vehicle’s registration certificate. As soon as the hypothecation is cancelled, the ownership of the vehicle is fully transferred from the financier to the vehicle owner.
