It is necessary to get your vehicle permanently registered in Assam RTO. You will need the following documents for the same:
Sale Certificate in Form 21
Address Proof
Valid Motor insurance certificate
Temporary registration certificate
Pollution under control certificate
Road Worthiness Certificate from the manufacturer in Form No. 22
In case of an imported vehicle a customs clearance certificate
Duly filled Form 20
Form 34 (in case of HP endorsement)
Original Sale certificate in Form-21 in the case of ex-army vehicles
Prescribed Fees
Dealer and manufacturer invoice
Copy of PAN card of Form 60 and Form 61 (as applicable)

Follow these instructions to get a permanent RC for your vehicle from RTO Assam:
Apply for permanent registration of your vehicle in Form 20 to the Assam RTO
Select the type of registration number you want for your vehicle
Confirm about the usage of smart card/HSRP card
Pay applicable registration fees as per Rule 81 of Motor Vehicle Act 1989
Pay applicable tax for permanent registration.
To continuously use your vehicle, you will be required to renew your registration certificate within 60 days of its expiry date. A vehicle registration certificate is valid for a maximum of 15 years.
Follow these steps for the renewal of your RC under Assam RTO:
Fill up Form 25 to apply for renewal of the certificate of registration to the RTO
Pay the required taxes if any
Pay the applicable fees as per the Central Motor Vehicle Rules 1989
Make sure to produce your motor vehicle at the RTO for on the spot inspection. After which, a renewal certificate will be granted to you.
