Process of Vehicle Registration in Kolkata

The West Bengal transport law is responsible to implement the provisions of Motor Vehicles Act 1988 which says every vehicle has to be registered with concerned RTOs before plying on the roads. Given that, the newly bought vehicles must be registered with RTO Kolkata. The owner can apply or offline by filing an application and submitting with the following documents:

  • Duly filled Form 20
  • Form 21 Sales Certificate by the vehicle dealer
  • Form 22 Roadworthiness Certificate by the manufacturer
  • Attested copy of a valid vehicle insurance policy/ cover note
  • Id proof of the owner
  • Address proof of the owner
  • Form 34 signed by the vehicle owner in case of loan hypothecation
  • Payable road-tax
  • Applicable fee

Renewal of Registration Card in Kolkata

To avoid being caught by the traffic police, it is mandatory to carry a valid RC every time. But it is only possible if someone renews the RC before it expires. The registration card is valid for 15 years, after which it needs to be renewed. After the first registration, the renewal can be done for 5 years in case of private vehicles. Owner of a commercial vehicle has to issue fitness certificate for 2 years which subsequently renewed for one year. To renew an RC, one shall fill an application and submit along with the required documents:

  • Form 25/application form
  • Original registration certificate
  • Proof of paid road tax
  • Copies of insurance certificate
  • Pollution under Control Certificate
  • Copy of address proof

After a proper inspection of the vehicle, the Registering Authority will renew the registration card for another 5 years.

Process of Transferring Vehicle Ownership in Kolkata?

If a vehicle is bought from another state or sold to someone else, the ownership has to be transferred as well. If it is bought from a state other than West Bengal and is driven in Kolkata, the re-registration of the vehicle with RTO Kolkata is essential. To do so, an application is required, along with the following documents:

  • Form no.29
  • Form no.30
  • Original RC copy
  • Valid insurance document
  • Valid address proof of new owner
  • PUC, attested copy
  • Self-attested PAN Card details of both buyer and seller
  • Paid tax proof
  • Duly filled Form 34 and/or Form 35 in case of loan hypothecation
  • Fitness certificate if it is a commercial vehicle

When the registered owner dies, the process will require submitting the following documents along with a proper application process:

  • Original registration certificate
  • Form 31 along with a NOC from a financier in case of loan hypothecation
  • Death certificate in original
  • PAN Card of the successor
  • Succession Certificate, if any
  • Address proof of the applicant
  • Valid insurance certificate
  • Pollution under Control Certificate
  • Tax proof
  • Vehicle Fitness certificate (commercial vehicles)
  • Prescribed application fee
  • In case of commercial vehicle permits surrender receipt from S.T.A./R.T.A.

How to Update a New Address in RC in Kolkata?

When the vehicle owner wants to update a new address to the registration certificate, the same can be initiated by filing an application and submitting along with the following supporting documents:

  • Original RC of the vehicle
  • Form 28/NOC from the concerned registering authority
  • Form 27, in case of other state vehicles
  • Form 20
  • Valid address proof of the owner
  • Pollution Under Control Certificate
  • NOC from traffic police
  • Fitness certificate for commercial vehicles
  • Garage address proof for commercial vehicle
  • NOC from the financer if the vehicle is bought on loan

Issuing Duplicate Registration Certificate in Kolkata

Duplicate RC is required if someone has lost the original order. If not, he/she may have to pay a considerable penalty for not carrying a valid RC.
