RTO West Bengal
Regional Transport Office West Bengal or RTO West Bengal is responsible to carry forward the provisions laid down in the Motor Vehicles Act 1988. It ensures the enforcement of every rule effectively and works towards the betterment of the transport services. The main function of the RTO West Bengal is to register every vehicle plying on the streets of WB. However, issuing DLs, collecting road taxes or issuing permits also come to its kitty.

Types of Vehicle Insurance in West Bengal
There are two types of registration process to be followed in the state of West Bengal; Temporary Registration and Permanent Registration. Temporary registration can be availed at the dealer's point at the time of purchasing a vehicle and it is offered for a limited period. On the other hand, one has to register its vehicle permanently by approaching RTO West Bengal. Permanent registration is issued for 15 years, after which the vehicle owner has to renew the policy.
Vehicle Registration in West Bengal
In West Bengal, no vehicle owner is authorised to drive his/her vehicle without registering it with the RTO West Bengal. The registration procedure requires physical inspection of the vehicle to be registered. The vehicle owner has to duly fill an application form in regard to register the vehicle and submit along with the following documents. After a thorough verification, the Registering Authority shall issue the registration number which can be availed as Smart Card.
Documents Required for Registering a Vehicle in West Bengal
- Duly filled Form no. 20
- Form 21 (Sale certificate) issued by the dealer
- Form 22 roadworthiness certificate from the manufacturer
- Vehicle insurance document
- Valid address proof of the vehicle owner
- Form 34 is required if the vehicle is bought on loan
- In case of a transport vehicle, proof of garage address is required
- Temporary registration copy
- Any other relevant documents
The RTO officials will verify the received documents and inspect the vehicle. On basis of the final report of the official, a registration number will be issued. One can also obtain a fancy number through an auction.
Renewal of Registration Card in West Bengal
Similar to temporary registration, there is a validity period for permanent registration card as well. A permanent registration is valid for 15 years in case of a private vehicle. The transport vehicle owners have to produce fitness certificate after 2 years in order to avoid penalties on roads. To renew an expired RC, one will require filing an application along with the following documents:
- Form 25/application form
- Original registration certificate
- Proof of paid road tax
- Copies of insurance certificate
- Pollution under Control Certificate
- Copy of address proof
The vehicle will be inspected by the RTO office. If the vehicle is found to be fit to drive on the roads, the renewal of the registration certificate is authorised for 5 years.
What is the Procedure of Transferring Vehicle Ownership?
In order to transfer the ownership of a vehicle plying in West Bengal the owner has to make an application by approaching RTO West Bengal and submit along with the following documents:
- Original Registration Certificate
- Form no.29
- Form no.30
- Valid insurance document
- Valid address proof of new owner
- PUC, attested copy
- PAN Card details of both buyer and seller (self-attested by both)
- Paid tax proof
- Duly filled Form 34 and/or Form 35 in case the vehicle is bought on loan
- Permits surrender receipt from S.T.A./R.T.A. (only commercial vehicles)
- Offer letter in the name of the buyer (only commercial vehicles)
- Valid Fitness certificate (commercial vehicles)
Transfer of Ownership in case of Death
If the registered vehicle owner dies, the process of transfer of ownership requires to make an application by the legal heirs of the vehicle and submit along with the below documents:
- Original registration certificate
- Form 31 accompanying with a NOC from a financier in case of loan hypothecation
- Original copy of death certificate of the registered owner (attested copy is required)
- Succession Certificate, if any
- Address proof of the applicant
- Attested copies of valid PUCC
- Insurance document
- PAN Card
- Tax proof
- Vehicle Fitness certificate (commercial vehicles)
- Prescribed application fee
- Permits surrender receipt from S.T.A./R.T.A. (only commercial vehicles)
- Offer letter in the name of the buyer (only commercial vehicles)
If the Vehicle is bought through Public Auction
If the owner has obtained a vehicle at a public auction conducted under state and Government authority shall apply with following documents:
- Make an application in Form 32
- Form 20
- If it is a registered vehicle, original registration certificate
- Original Sales Certificate by the Auction Authority in favour of the new owner
- State or Central Govt. Certified copy of the order
- Proof of date of delivery of the vehicle
- Vehicle insurance copy
- Pollution Under Control Certificate
- Valid address proof, self-attested
- Transfer of ownership fee
How to Update a New Address in RC in West Bengal?
If the vehicle owner changes his/her present address, he/she must apply for updating the new address. To initiate the same, a NOC in Form no. 28 is required from the previous registering authority. In case such changes are due to change in state, the RC number has to be changed to a local RC number as well. To initiate a change in address, the following documents are required:
- Original Registration Certificate
- Form 28/NOC from the concerned registering authority
- Form 27, in case of other state vehicles
- Form 20
- Valid address proof
- Valid insurance document
- Pollution Under Control Certificate
- NOC from traffic police
- Fitness certificate, in case of commercial vehicles
- Proof of paid tax
- Garage address proof if it is a commercial vehicle
- NOC from the financer if the vehicle is bought on loan
Issuing Duplicate Registration Certificate in West Bengal
In case the original RC is lost or worn out, the vehicle owner can apply for duplicate RC. The applying for duplicate RC will require filing an application along with the following documents:
- Form 26/application for duplicate RC
- FIR in case of loss
- Valid insurance document
- Pollution under Control Certificate
- NOC from traffic police
- Affidavit in support of the application
